The existing facades from the 1970s as curtain, non-load-bearing exposed concrete facade panels as well as aluminum window systems that no longer meet current requirements, some with swinging windows, with simple frame profiles and insulating glazing, are to be dismantled in individual facade sections in 2 construction phases (2 schools), i.e. up to be dismantled onto the supporting structure (reinforced concrete frame construction). At the same time, the new facade will be replaced as a modern aluminum-glass façade with sun protection, design aluminum elements and, if necessary, an integrated ventilation system. The dismantling of the existing facade can only be done at the same time as the installation of the new facade. The affected facade areas affect a large proportion of the entire school building parts. As part of the façade renovation, individual roof areas are also to be energetically renovated. An interim school (container school) must be built for the construction period of the construction phases, which is also part of this planning service.
a) General
The Hanftalstraße elementary school and the Hanftalstraße special school are two building complexes located directly next to each other in the city of Hennef. The primary school with the address Hanftalstraße 33, 53773 Hennef, the support school with the address Hanftalstraße 31, 53773 Hennef.
Both parts of the building require energetic as well as static facade renovation as well as roof renovation. The existing buildings are from the beginning of the 1970s. For the most part, the facades consist of precast concrete elements with static anchorages in the load-bearing components. Parts of the facade components are presently already afflicted with damage from the outside. It is assumed that the anchorages are no longer up to date. The investigations for this are part of the assignment in the course of the inventory. The existing window systems are aluminium window systems built in from the year of manufacture of the building with integrated glazing from the year of manufacture. The school's roofs consist of flat roofs, mostly as cold roof structures with overlying bitumen membrane seals. A complete façade and roof renovation is planned for both sections of the building. To carry out the renovation, the school uses of the respective wing of the building (according to construction stages) will be relocated to an externally outsourced school container village. This means that the building areas are available for renovation without the usual school operation and can be carried out consistently and continuously. Initially, it is planned that the Hanftalstraße elementary school building section will be renovated, and after its completion, the building section of the special school. The move into the interim school takes place alternately, i.e. one after the other.
The construction work is carried out during the ongoing operation of the adjacent school.
b) Planning the construction project
First, the contractor must perform a complete inventory of the building. The original building application plans of the building are made available to the contractor as a PDF file. For the plans made available, the city of Hennef does not guarantee completeness or current room layout. The contractor is obliged to take stock locally and to use it to carry out corresponding digital plans as a basis for the subsequent energy-efficient facade and roof renovation. In the course of the inventory, the mandatory remediation measures must also be determined on a planning as well as on a static and environmental basis, to be examined, documented and the remediation proposal presented in this regard. It is pointed out here that joints exist in the old concrete facade components, which have been proven to be PCB-loaded by a pre-produced expert report.
For facade and roof renovation, a preliminary design plan on a scale of 1:100 as well as a detailed facade cut through solid components as well as window components and roof must be presented after the inventory and the renovation findings. In connection with work phases 1 and 2, cost estimates in accordance with DIN 276 must be presented. The submission of all documents from the inventory, the restructuring analysis and the restructuring concept proposal must be bundled to the client in triplicate in paper form as well as a digital copy as a PDF file. The corresponding building renovation must at least comply with the applicable GEG (Building Saving Act) standards. The client is thinking that a complete facade renovation should be carried out in an aluminum-glass construction as well as curtain facade components. For the roofs, either a flat roof renovation or a renovation with a minimally inclined saddle roof is possible.
c) General property situation
The general location of the two parts of the building can be seen on the site plan enclosed with the documents. Other documents include photos of the existing buildings. The entire property is located directly on Hanftalstraße. To carry out the individual works, the site must be separated separately with a construction fence for the construction phase of the primary school as well as for the support school, so that there is no overlap by the remaining school operations during the construction phase. However, it is expressly pointed out that the construction site has only a small storage capacity for carrying out the construction project.
In principle, all transport, energy and water law regulations must be observed for the measures. The property itself is located on a highly frequented street, which brings heavy traffic from buses, as well as parental vehicles arriving and departing, especially in the existing school operation.
d) Monument protection
There is no monument protection for the existing buildings.
e) Performance of general planning
In the course of the entire project development or project implementation, the general planning office must present a complete concept for the necessary renovation measures, including the presentation of the planned renovation variant. During the renovations, it is not planned that a complete in-house renovation of the plant technology will be carried out. However, additional, smaller measures can occur separately. If necessary, a planner for the technical building equipment would be commissioned separately from the city of Hennef for this purpose.
f) Establishment of an interim container school
In parallel with the inventory and planning of the construction project, an interim school (container school) must be set up.
