The subject of the order is the delivery of 64 brand new special vehicles (vans) manufactured in 2019 or 2020, i.e. free from defects of special cars with specialized bodies and equipped with specialized equipment, the technical and operational parameters of which are included in the following table.
The subject of the contract is "Supply of 64 brand new special vehicles (vans) with equipment" under the project "Strengthening the potential of the Road Transport Inspection" co-financed by the European Union under the Operational Program Infrastructure and Environment 2014-2020. The purpose of the contract is to improve road safety by increasing the efficiency of control activities of the Road Transport Inspection, which will be possible through the purchase of "van" type vehicles with equipment. Criteria for evaluation of offers and their weight:
a) Price - 60%
b) Warranty period - 25%
a. manufacturer per vehicle - 10%
b. for vehicle body - 10%
c. on the body, body parts and paint coatings - 5%
c) Energy consumption - 10%
d) d) Professional integration of disabled people - 5%
2.1. "Price" criterion
Under the Price - "C" criterion, each offer can receive a maximum of 60 points. The scoring will be made on the basis of the Contractor's declaration contained in item 5 a) of the OF.0 Bid Form completed by the Contractor. according to the following formula:
C = ln (1+ (Cmax - Cof)) * 60
Ln (1+ (Cmax - Cmin))
Where:
C: the number of points which the examined offer will receive for the "Price" criterion,
In: natural logarithm function,
Cmax: highest acceptable gross price *
Cmin: 70% of the highest acceptable gross price **,
Cof: gross price of the evaluated offer.
* Attention! Cmax is the amount that the Awarding Entity can allocate to finance the contract and it amounts to PLN 28,391,214.24 gross (in words: twenty eight million three hundred ninety one thousand two hundred fourteen zlotys twenty four grosze).
An offer with a gross price exceeding this amount will be rejected.
** Attention! In the event that an offer with a price below Cmin is received, the Employer shall call the Contractor to prove that it is not an abnormally low price. If the Contractor proves that the price he offers is real, the lowest of the prices offered and justified as the real price will be substituted into the above formula as Cmin.
