The municipality of The Hague intends to accelerate the roll-out of LED lighting. All its new luminaires are equipped with telemetry nodes (also called Outdoor Lamp Controllers (OLCs)) to be future-proof and to give substance to the core principle of the 'Vision on Light' (RIS298658). All its new luminaires are equipped with telemetry nodes (also called Outdoor Lamp Controllers (OLCs)) to be future-proof and to give substance to the core principle of the 'Vision on Light' (RIS298658). The core principle of this is: "We bring the light where it is needed, in the right form and at the right time."

OLCs offer the possibility to remotely adjust the lighting level according to the need and thus achieve electricity savings. Dimming schedules can be set remotely and adapted to the use of public space. This can change if (the use of) the public space (temporarily) changes. In addition, the service can be improved by obtaining a notification via telemetry when a luminaire is defective. To achieve this, a portal is required, with which settings can be adjusted and (preventive) maintenance is signaled. This allows the process of malfunctions to be further automated and the maintenance contractor to be controlled more accurately. This contributes to a faster and more efficient follow-up of malfunctions and damage.

The primary objectives of the Procurer with the Contract are formulated as follows:

Achieving the maximum energy savings;

Flexibility in control and maintenance of public lighting;

Purchase a scalable solution for the entire city;

Support (and prepare for) multifunctional assets;
