The Norwegian Directorate of Education and Training is responsible for the knowledge basis in the nursery sector and would like to follow the financial development in the sector. Almost 270,000 children currently attend nursery schools. Approx. half of the children who attend nursery currently attend a private nursery. Of the nurseries, 47% are municipal while 53% are private.

Both private and municipal nurseries have become larger in recent years, and we have got larger and more professional private owners who are organised in group structures. There are large variations between the different stakeholders in the private sector of the nursery school sector. Of the private nurseries, 47% are a part of a chain or group.

At the same time, the sector consists of a number of individual nurseries.

At the same time, the sector consists of a number of individual nurseries.

The total expenditure of the nursery school sector in 2022 was approx. NOK 60.7 billion. Of this, around 85% is public subsidies. In January 2023, the government presented a national nursery school strategy towards 2030, which states that public subsidies and parental fees should be used to run nursery schools and stimulate diversity and quality development over time.

The government authorities need to monitor resource use in the sector. The large proportion of private nursery schools means that the authorities also have a particular need to monitor the financial situation in the private part of the sector. Furthermore, government authorities need analyses of the costs of nursery schools as a basis for cost calculations for the state budget and for calculating annual subsidy rates for private nurseries.

Analyses have been obtained of the costs in private and municipal nurseries over many years.
