The Thai agricultural sector should continue to develop in a sustainable and market-oriented manner. Cluster farms are to be strengthened in selected districts with regard to efficient, efficient, resource-saving and entrepreneurial agriculture. This is to be achieved by using modern methods of farm management and sustainable agricultural practices in cluster farms. State agencies at the decentralized level should test advisory methods and content on sustainable agricultural practices and modern business management and integrate them into their advisory approach for the development of cluster farms. The capacities of the responsible state institutions and stakeholders are to be strengthened and the development of the agricultural advisory system for the development of cluster farms is to be managed effectively through a continuous international exchange of specialist information.

The order is executed in open procedure in accordance with §119, paragraph 2 and 3 GWB i. V. m. §§ 14 para. 2, 15 VgV awarded. It concerns "social and other special services" within the meaning of §130 GWB i. V. m. § 64 ff. VgV.

The applicable CPV are in particular 79951000-5 (organization of seminars), 75112100-5 (administrative services associated with development projects) and 75131000-3 (services for public administration). It is therefore a “special service” within the meaning of §130 GWB i. V. m. § 64 ff. VgV. The net value of the order is above the threshold in Section 106 GWB i. V. m. Art. 4.d of Directive 2014/24 / EU. The award regulations of Part 4 of the GWB are therefore applicable.
