Local public transport (ÖPNV) in Bavaria is already fulfilling an important task of providing services of general interest. According to the legal objectives, it should represent an attractive, as fully-fledged alternative to motorized individual transport (MIT). Ordering local rail passenger transport is a state responsibility. General public transport (bus, tram, underground, etc.) is the responsibility of the municipalities as a voluntary task within their own sphere of activity.
The state government pursues the goals of strengthening local public transport and equivalence of living conditions in Bavaria. For this purpose, the whole of Bavaria is to be provided with high-performance transport and tariff associations across the board, which enable the use of the entire area-internal public transport with a single ticket and in which the responsible authorities coordinate their local transport planning with one another (association).
In order to promote network expansions and start-ups (network integrations), the Free State introduced the relevant key points on November 8, 2019, which primarily provide for funding for preparatory basic studies.
The districts of Günzburg and Unterallgäu and the independent city of Memmingen welcome the new funding opportunities. The present call for tenders is intended to investigate for your area (study area) whether and under what conditions an integration of the above-mentioned municipalities into a network appears to make sense in terms of transport and economy. The expansion of the Mittelschwaben transport association should be considered, as well as the possibility of integrating the local rail transport into the transport association.
We are looking for a service provider who can answer the transport and economic sense of the described network integration together with those involved in the project. The investigation must work through the catalog of questions contained in the funding criteria.
