1. The subject of the contract is the conclusion of contracts specifying the terms of public contracts for the supply of ecological winter maintenance products for artificial airport surfaces for the winter season 2023/2024, which may be awarded to the Contractor during the term of these contracts.
2. The proceedings shall be divided into two parts:
1) Part 1 – concerns the conclusion of a contract for successive supplies of de-icing fluid based on potassium acetate or potassium formate, in quantities not exceeding 280 000kg;
2) Part 2 – concerns the conclusion of a contract for successive deliveries of granules based on sodium acetate or sodium formate, in quantities not exceeding 80,000kg.
3. Deliveries will be carried out, depending on the needs of the Ordering Party, successively in the winter season 2023/2024, starting from the date of signing individual contracts for the above-mentioned parts, until 31.12.2024.
4.The Ordering Party requires that the de-icing agents supplied are manufactured not earlier than 3 months before the date of placing the order and have the CE mark.

2.The fluid shall be accompanied by a certificate issued by a conformity assessment body within the meaning of Article 105(2) of the PPL Act, or a test report carried out by that body, or an equivalent document, e.g. a certificate of saE (Society of Automotive Engineers) AMS 1435 (Aerospace Material Specifications) specified for the currently applicable version of this standard, i.e. AMS 1435D (in force since 02.11.2018) or meet the requirements of an equivalent standard.
3.The product must be labelled in accordance with EU directives.
4.The product must meet the requirements set out in generally applicable laws.
5.De-icing liquid based on acetate or potassium formate should be supplied in own pallet containers of 1000 liters each. After unloading, the Contractor is obliged to collect empty pallet containers in an amount equal to the pallet containers delivered. These will be pallet containers for other de-icing agents previously used by the Ordering Party. In the event that the Ordering Party does not have empty pallet containers in the appropriate quantity at the moment, the Contractor may not make any claims in this respect.
6. The volume of a single delivery – not less than 20 000 kg in pallet containers of 1000 l. The size of one delivery is also the minimum quantity that the Ordering Party envisages to purchase as part of a given order. A different size of the last two deliveries is allowed in order to settle the total amount of de-icing fluid indicated in point 1, if the Ordering Party wants to make full use of it.
7. The Contractor shall provide a minimum of 24 months' warranty for the de-icing products provided, in terms of its suitability for use, counted from the date of acceptance of the measure by the Ordering Party.
8.The purchased de-icing liquid should have an effectiveness of up to minus 10 ° C at a dose of up to 50 g / m2 for de-icing and prophylactically 20 g / m2.
9.The de-icing fluid should have a density of 20oC of at least 1.25 g/cm3 and a freezing point of at least minus 58oC.
10.The supplied liquid will be suitable for immediate use. The technology used by the Ordering Party excludes the change of concentration by adding other, liquid components.
11.The liquid chemical tank shall be marked in a prominent place with the name of the product.
12. Deliveries will be carried out, depending on the needs of the Ordering Party, successively in the winter season 2023/2024. Detailed conditions for deliveries are set out in Annex 1 to the SWZ.
13. As part of the implementation of the subject of the contract, the Contractor will be obliged to conduct two quality tests of the delivered goods. The tests will be carried out within the time limit indicated by the Ordering Party. The Ordering Party is obliged to inform the Contractor about the planned date of the tests at least 24 hours in advance. The batch of goods selected by the Ordering Party will be subject to the examination. The contractor should include the cost of research in the price of the offer. Quality control (research) will be carried out by the Air Force Institute of Technology. (The quality control referred to above is aimed at confirming the conformity of the delivered goods with the goods for which the Contractor has submitted an offer.) In addition, the Ordering Party has the right to carry out any quantity of quality control of the goods at any time.
14. The Contracting Authority strictly requires that the Contractor whose bid is selected, within 52 days of signing the contract at the latest, obtain at its own expense the status of a Known Airport Supply Supplier. Details regarding obtaining a given status are set out in Annex 1 to the SWZ.
15. The Ordering Party requires that the de-icing agents delivered as part of a given order are manufactured no earlier than 3 months before the date of placing the order.

Successive deliveries of granules based on sodium acetate or sodium formate, in quantities not exceeding 80,000 kg.1.Granules based on sodium acetate or sodium formate – up to 80 000 kg.
2.The granules shall be certified by a conformity assessment body,
within the meaning of Article 105(2) of the PPL, or a report on tests carried out by this unit, or an equivalent document, e.g. a certificate of the SAE (Society of Automotive Engineers) AMS 1431 (Aerospace Material Specifications) standard specified for the currently applicable version of this standard, i.e. AMS 1431E (in force from 24.10.2018). or meet the requirements of an equivalent standard.

5.Granules based on acetate or sodium formate should be delivered in non-returnable packages/ bags of 500 kg or 1000 kg. Packaging should be tightly protected against the absorption of moisture from the air and meet the requirements set out in applicable regulations. Bags should also be delivered on standardized pallets allowing storage in two layers and adapted for loading (emptying) by means of a crane (transport ears).

The Purchaser reserves the right to order smaller or larger deliveries, especially in the case of the last two deliveries, in order to settle the total quantity of de-icing granules indicated in point 1., if the Ordering Party wishes to make full use of it.
7.Na the delivered granular preparation based on acetate or sodium formate, the Contractor should provide a minimum of 24 months' warranty regarding its suitability for use, including the storage period, counted from the date of acceptance of the product by the Ordering Party.
