Planning, engineering and other services for the construction of a passive NGA infrastructure (FTTB) for the city of Schwäbisch Hall
The client plans to establish an NGA network (FTTB) in the Schwäbisch Hall urban area. The aim is to remove existing white NGA spots as well as the development of school sites and commercial areas in gray NGA spots in accordance with the special calls of federal funding.
The project is to be funded according to the guideline “Funding to support broadband expansion in the Federal Republic of Germany” and according to the “Administrative Regulation of the Ministry of the Interior for Co-financing the Funding from the Directive for Supporting Broadband Development in the Federal Republic of Germany (VwV Broadband Co-financing)” become. The Federal Government's preliminary funding notice for the project is attached to the annex of preliminary funding notices. The funding application for co-financing the project by the state of Baden-Württemberg has been submitted to the Baden-Württemberg Ministry of the Interior, but a notification has been pending so far.
The client created a comprehensive FTTB structural plan and an expansion concept. This current planning status is to be converted into an approval plan. The project consists of a lot with the following dimensions:
- New path (paved surface): 48,467.00 m
- New road construction (dirt surface): 12,266.00 m
- cable entry into existing conduits: 14,538,00 m
- lease infrastructure grid operator 14,381.00 m
- POP prefabricated buildings and/or cabinets: 7 pieces
- Number of house connections according to funding application: 273 pieces
The planning status is communicated accordingly with the request to participate in the negotiation process and submission of an initial offer in the next procedural step.
The subject of this tender is the procurement of the following services:
(1) Further planning and engineering services that have not yet been provided for the establishment of a passive NGA network infrastructure (FTTB) on the client's authority, taking into account the specific requirements of the aforementioned funding programs.
(2) House connection management — in particular contact determination including updating of customer data, scheduling appointments, building inspection in the course of planning, coordination of path course private ground along with definition and coordination of the house introduction and handover point/-e NE 3 /NE 4 including documentation of inspection and coordination with Signature of the property owner, handling complaints and registration of changes.
(3) Occupational safety management — service provision according to the Construction Site Ordinance based on the AHO performance picture. In particular, taking over coordination tasks according to § 3 Building Site V with regard to the measures provided for in § 2 (1) Building Site V as well as working out the safety and health protection plan, compiling the documents, making necessary adjustments to it, analyzing pre- or design plans and determining occupational safety and health-related interactions, preparation and participation in the allocation of safety-related facilities as well as checking offers in terms of safety and related tasks.
(4) Quality management — quality characteristics/requirements must be coordinated in cooperation between client and contractor. Target values for the measurement of quality characteristics must be defined and fine-tuned. Procedures and resources for quality control, assurance and improvement must be defined. This also includes quality control, quality assurance and quality improvement.
(5) Project management — implementation of the entire project management and coordination of all technical participants
(6) Network documentation according to GIS ancillary provisions and specifications of the future network operator.
