1082139, Data center waste heat recovery plant with heat pumps

The target of the procurement is a waste heat recovery plant, which will be implemented with heat pumps as a container solution. The primary purpose of the plant is to cool the data center. The secondary purpose of the plant is to refine the heat recovered from cooling into heat suitable for the district heating network.

The procurement is a turnkey delivery that includes all necessary design, equipment, installations, tests and commissioning, as well as the trial run of the plant. Delivery documentation and training of operation and maintenance personnel are also included in the procurement.

The content of supply, the activities of the plant and plant units and technical values will be detailed at a later stage of competition.

The plant must be fully completed and preliminarily tested by 30.6.2024.

Options for this acquisition are asked:

1) Critical and operational spare parts for the warranty period (part specification and prices)

2) Post-warranty maintenance and after-sales service (annual contract price)

3) Critical spare parts for 10 years service life and operational spare parts for 2 years (parts specification and prices)

The Supplier shall undertake to carry out the delivery according to the schedule specified by the Customer. The schedule is binding on all parties involved in the project. Changes to the schedule require the approval of all parties.

The target of the procurement is a waste heat recovery plant as a container solution. The procurement includes the implementation planning of a modular heating and cooling plant complex with a total cooling capacity of approximately 750 kW.

The primary purpose of the plant is to cool the data center. The secondary purpose of the plant is to refine the heat recovered from cooling into heat suitable for the district heating network with heat pumps. The district heat output of the heating and cooling plant must be approximately 1 MW, aiming for the best possible COP value.

The procurement includes the plant complex as follows: Implementation design (machine and process, electrification and automation), detail design, structures, piping, equipment, equipment and components of the container itself and inside the container, their installation, testing and commissioning, as well as the trial run of the plant. The procurement also preliminarily includes cooperation during design and implementation at third-party premises regarding the necessary construction and HVAC modifications.

The heating and cooling plant shall be designed and delivered

with the following values:

Vaporizer:

- The design temperature of the water coming out of the evaporator must be +16 °C,

- Design temperature of water entering the evaporator +25 °C

- The tolerance values of the design temperatures for inlet and return fluid is 3 degrees (+2/-1 °C)

Lauhdutin:

- Temperature of water coming out of the condenser +80 – +90 °C,

- The temperature of the water entering the condenser can vary from +40 to +55 °C.

Kylmäaine:

- The procurement also includes the refrigerant required by the system and its filling.

- Maximum safety class A2L substances are allowed as refrigerants.

The main power supply to the system:

- 20kV-400V AC 3 phase, 50Hz.

Dimensions of the heat pump container:

- The heating and cooling plant must fit either in a 40' shipping container or in a similar tailor-made solution of the same size, which can be easily moved at the site if necessary.

- Each plant unit shall be designed and delivered in accordance with EN standards and the requirements of the Pressure Equipment Directive.

The procurement includes the documentation defined in the invitation to tender to be published later, as well as the training of operation and maintenance personnel. The acquisition includes:

maintenance and after-sales service during the warranty period. The supplier's service representative must be at the service site no later than 48 hours after receiving the service request from the customer or data center operator.
