The object of the procurement is to establish a Framework Agreement for virtual betting. The Framework Agreement will be made with three (3) suppliers unless there are fewer suitable suppliers and admissible tenders.
The agreement period is two (2) years with the option of extending the contracts with 12 months and further with another 12 months.
The purchase will be implemented on the terms and as per the requirements described in this invitation to restricted procedure and in the invitation to tender (that will be submitted in its entirety to the chosen candidates).
The gambling activities of the three existing gambling companies in Finland (Fintoto Oy, Raha-automaattiyhdistys and Veikkaus Oy) will merge in 2017 into a new gambling company. The new company will be called Veikkaus. The object of the procurement is to establish framework agreement for virtual betting for the new Veikkaus.
New Veikkaus is licensed for example to offer all the sports and horse betting games. Veikkaus GGR totals a 1 800 000 000 EUR per year. Share of sports betting is one tenth out of total. The aim is to start Virtual sports betting next year (2017) in veikkaus.fi, in mobile applications and in dedicated Veikkaus owned point of sales at first place.
This procurement concentrates on the following items:
— The management of virtual sports betting data (sports, events, markets, return percentages, probabilities/odds, results) using the Vendor's management system
— The delivery of the aforementioned data to Veikkaus' systems using web service technologies
— Audio-visual streams for Virtual Sports Events (HD quality, adaptively scalable, operable in an HTML5 players) delivery of which is logically synchronized to the aforementioned data
— The generation of results in the Vendor's system utilizing a PRNG algorithm designed by the Finnish official control authorities (responsible for gaming regulation), whereby each results generation is dependent on a separate PRNG seed delivered by said authorities
— The delivery of results data to Veikkaus' systems using web service technologies, logically synchronized with the aforementioned data
— The building and integration of the aforementioned Virtual Sports Betting business logic and system services to be interoperable in the Finnish market in conjunction with Veikkaus' systems. The integration project shall be an agile scrum-type multivendor project.
— The 24/7/365 support for the previous mentioned data services
As a result of the tendering procedure Veikkaus will choose three (3) suppliers for the Framework Agreement. Veikkaus will make two Agreements with the selected data supplier: one agreement for the integration project and another for the data management and delivery of services as well as the 24/7/365 support.
