The subject of the contract is the service entitled "Collection and transport of municipal waste (2023-2026) from inhabited and uninhabited real estate located in the municipalities belonging to the Inter-Communal Special Purpose Union with its registered office in Włodawa" The performance of the service includes the collection and transport of municipal waste from properties where residents live and from uninhabited properties – including: 1) Sector I - municipalities: Podedwórze and Sosnówka, 2) Sector II - municipalities: Hanna and Sławatycze, 3) Sector III - the city of Włodawa, 4) Sector IV of the communes: Hańsk and Stary Brus - in accordance with Resolution No. VII.18.20 of the Inter-Municipal Assembly of the Special Purpose Union with its registered office in Włodawa of February 5, 2020 on the detailed manner and scope of providing services in the field of municipal waste collection from property owners and management of this waste (Journal of Laws of 2020, item 1147). The area covered by the Ordering Party's activity was divided into four sectors by Resolution No. XV/39/13 of the Inter-Communal Assembly of the Special Purpose Union with its registered office in Włodawa of 24 January 2013 on the division of the Union's area into sectors (Journal of Laws of 2013, item 1219). The municipal waste collected by the Contractor will be transferred to the Ordering Party's own installation - the municipal installation, i.e. Zakład Zagospodarowania Odpadów MZC Sp. z o.o., 22-200 Włodawa, 22 Komunalna Street or to the municipal installation indicated as a substitute by the Ordering Party in the event of a failure of the installation referred to above. Each of these sectors is a separate part of the task, the Contracting Authority divides the contract into lots. Thus, the Contracting Authority allows the submission of partial bids referred to in Article 7(15) of the PPL Act separately for each of the lots – number of lots: 4. The tasks are individual parts, the Contractor may submit a bid for any number of lots: 1) Part I - Collection and transport of municipal waste from sector I, including the municipalities: Podedwórze and Sosnówka; 2) Part II - Collection and transport of municipal waste from sector II including the municipalities: Hanna and Sławatycze, 3) Part III - Collection and transport of municipal waste from sector III including the city of Włodawa, 4) Part IV - Collection and transport of municipal waste from sector IV including the municipalities: Hańsk and Stary Brus. The subject of the contract excludes the collection of waste generated on public roads. A detailed description of the subject of the contract (OPZ) is presented in Part III of the SWZ. The subject of the contract excludes the collection of municipal waste generated on public roads. The subject of the contract will be implemented in the following manner: 1. ensuring the achievement of appropriate levels of recycling, preparation for re-use and recovery by other methods and limiting the weight of biodegradable municipal waste sent to landfill, in accordance with the provisions of the Act of 13 September 1996 on maintaining cleanliness and order in municipalities (Journal of Laws of 2022, item 2519) and the Provincial Waste Management Plan, adopted by Resolution XXIV/349/2016 of the Lubelskie Regional Assembly No. XXIV/349/2016 of 2 December 2016 on the Adoption of the Waste Management Plan for the Lubelskie Voivodship 2022. 2. in accordance with Resolution No. VII.18.20 of the Inter-Communal Assembly of the Special Purpose Union with its registered office in Włodawa of February 5, 2020 on the detailed manner and scope of providing services in the field of municipal waste collection from property owners and management of this waste (Journal of Laws of 2020, item 1147), 3. in accordance with Resolution No. VII.17.20 of the Inter-Communal Assembly of the Special Purpose Union with its registered office in Włodawa of February 5, 2020 regarding the adoption of the Regulations for maintaining cleanliness and order in the municipalities belonging to the Inter-Communal Special Purpose Union with its registered office in Włodawa in the field of municipal waste management (Journal of Laws of 2020, item 1146). 4. in accordance with other legal regulations (including acts, regulations, acts of local law) in force in the scope of the subject of the contract, in particular regarding the manner of performance of the service covered by the contract. 5. Ensuring that they are not mixed with other types of separately collected waste at source, broken down into: a) Glass codes: 200102 and 150107 b) Paper codes: 200101 and 150101 (c) Metal and plastics coded 200139, 150102, 150104, 200140 and 150105 (d) Bio-wastes coded 200201 and 200108, (e) Mixed (residual) wastes with code 200301, f) Bulky waste and tyres codes: 200307 and 160103, g) Waste electrical and electronic equipment with codes: 200135 and 200136, h) Slags and ashes with codes: Ex 203099 and 200199 on the dates specified in the resolution referred to in paragraph 2. Transport by multi-chamber vehicles for different waste fractions is permitted, ensuring that they are not mixed during unloading. It is prohibited to mix separately collected municipal waste with mixed municipal waste collected from property owners and separately collected municipal waste of different types with each other. In this respect, the Contractor is obliged to submit vehicles transporting waste for inspection each time at the request of authorized employees of the Contracting Entity. The Waste Management Plant to which the waste will be delivered for disposal is also authorised for such control and verification. 6.Green waste, ash, glass and paper waste must not be transported in (plastic) collection bags. The contractor will be obliged to empty the bags during the collection of waste.
