The tendering process is carried out through an open procedure, on the basis of which a maximum of three (3) contract suppliers with the highest scores in the comparison are selected. If the estimated value of the ordered product (excluding VAT) is below the national threshold referred to in the Act on Public Procurement (eur 60,000 in 2018), the customer can order the product from the supplier involved in the framework agreement of their choice. Alternatively, the customer can use a mini-tendering process. In procurements above the national threshold, the client organises a mini-tendering process between the suppliers involved in the framework agreement.
The selection criterion for the tendering process is overall economic affordability, with the weight of the price being 80 points and the quality weighting being 20 points.
The contract period is fixed-term four (4) years. The contract period begins at the earliest after the procurement decision has become final.
The contracting entity shall have the right to verify the information provided by the tenderer in the tender documents prior to the conclusion of the contract decision. If the information provided is not correct, the offer shall be rejected.
