FE 03.0547 / 2016 / FRB - Evaluation of the safety analysis of road networks.
One component of the "Directive 2008/96 / EC of the European Parliament and of the Council of November 19, 2008 on safety management for road traffic infrastructure" (EU Directive 2008/96 / EC) was the classification of the safety of the road network. In Germany, the procedure of the "Recommendations for the safety analysis of road networks (ESN)" was developed and introduced by the BMVI. In the context of the amendment to EU Directive 2008/96 / EC by EU Directive 2019/1936, the previously reactive approach has to be supplemented by more preventive aspects of a visual examination of the design features of the street and, as a result, the street network with regard to the safety level at least 3 categories. The EU Commission must be informed of the result. The main task for Germany now is to develop a suitable traffic safety monitoring system, as required by the amended Article 5 of the EU Directive. The implementation into national law must take place within 2 years. The primary goal of the project is therefore to evaluate the existing national and also essential international procedures for the safety analysis of road networks, to develop a suitable traffic safety monitoring based on this and to test it using a pilot application. The resulting security rating should then be evaluated using suitable procedures (e.g. inventory audit). Based on this evaluation, the procedures for security analysis or security classification may need to be modified. Finally, the potential for improving traffic safety can be estimated from the network-wide road safety assessments and proposals for further handling of the results have to be worked out. In addition, a concept is to be developed that promotes the widespread use of the new method for safety analysis and safety classification of road networks. This concept is to be implemented on a pilot basis.
