Description:
Technical support for CEDR Performance Indicators

Technical support for the group on Performance of Road Network, which focuses on establishing a set of consistent and comparable data with which to monitor trends and identify changes in the performance of roads. This data is a very useful source of information for NRAs with regards to their benchmarking purposes and national performance targets.

The work will include;

Finalisation of the definition of Performance Indicators for 2023 Report

Review of CEDR activities performance indicator requirements

Assisting the working group in defining indicators for 2023 Performance Report.

Finalising the indicators following the summer 2023 meeting of CEDR’s Executive Board.

Performance Report 2023

Preparing and issuing material to support the production of the 2023 Performance Report.

Assisting CEDR members in the implementation of location referencing models and provisions of performance data.

Assisting CEDR members in suggesting and implementing KPIs for the NRA PERN on link level and KPIs on aggregate level.

Supporting the working group in creating clear definitions for the KPIs, including liaison with other CEDR working groups.

Examining KPIs of other bodies and benchmarking projects that can provide input to the working group.

Collecting, processing and analysing performance data from CEDR NRAs and agreed third parties.

Checking the data as submitted by reporting organisations and requesting adjustments, where relevant.

Preparing benchmarking reports including:

o An assessment of the benchmarking framework and IT tool

o A presentation of a package of background information per member

o A data analysis

o A presentation of conclusions on European level

o A presentation of conclusions per member

o Recommendations for next steps

Drafting a PERN Performance Report and addressing it at CEDR’s summer 2024 Executive Board meeting.

Liaison with the European Commissions TENtec activities on cooperation and possible alignment of activities including mutual exchanges of data.

GIS-Tool

Updating the GIS-tool with new KPIs on link-level (language used is Python).

Updating the CEDR data collection excel file and sending them to NRAs to deliver data.

Preparing shape-files and uploading NRA data into the GIS-tool.

Doing quality checks in cooperation with the NRAs.

On-line tool

Updating the on-line tool with new KPIs (language used is Java).

Supporting members in performing quality checks of data.

Continuing to develop the reporting function of the tool in cooperation with the working group.

Technical and secretarial support to the group

Plan and prepare the agenda for 4 meetings per year (two day plenary meetings) and organise logistics (meeting location, liaison with stakeholders etc).

Draft minutes and technical documents from the meetings.

Draft briefing documents for the CEDR community on Performance issues.

Liaise with other CEDR working groups and projects (e.g. WG Environment, Decarbonisation, Road Safety, Traffic and Network Management, EU Legislation etc.)

Support the organisation of workshops for CEDR members and others including the 2023 PIARC World Road Congress in Prague and TRA2024 in Dublin.
