In the course of the present Open Procedure, the State Office for Central Police Services of North Rhine-Westphalia intends to conclude a framework agreement with an economic operator on the supply of outdoor sports shoes for the police forces of the State of North Rhine-Westphalia. The outdoor sports shoe is part of the basic equipment of the police of the state of North Rhine-Westphalia. It should be universally applicable and suitable for different terrain (both asphalt and off-road). Detailed information on the outdoor sports shoes can be found in the Technical Service Description TLP 2602, Edition 4 (Chapter B) of the Police of the State of North Rhine, which is part of these tender documents.

With regard to the framework agreement, no minimum purchase quantities are agreed.

According to the case law of the European Court of Justice of 17.06.2021_RS C - 23/20 - the contracting authority is obliged to specify a maximum quantity in order to ensure transparency and non-discrimination in competition.

A call-off obligation cannot be derived from this. The client estimates that there will be a need for approximately 44,000 pairs of outdoor sports shoes over the entire term of the contract.

The maximum quantity of the attached framework agreement is estimated at 60,000 pairs of outdoor sports shoes.
