TNW_Stadt Freystadt - Expansion of Freystadt sewage treatment plant with connections - Engineering services

The city of Freystadt is planning the expansion of the Freystadt sewage treatment plant with connections to the sewage treatment plants from the districts of Schmellnricht, Forchheim and Möning.

In this respect, the basic services of the service phases 1-9 (for the mixed water treatment plant) as well as the basic services of the service phases 2-9 (for the Freystadt sewage treatment plant and the respective connections) for the performance profile of object planning engineering structures in accordance with § 43 para. 1 sentence 2 HOAI, Part 3 section 3 on the one hand for the Freystadt sewage treatment plant including mixed water treatment as well as the pipelines for the connections to the other sewage treatment plants including pumping stations are to be awarded. Furthermore, the basic services of the service phases 1-9 for the technical equipment according to § 55 para. 1 sentence 2 HOAI, Part 4 section 2 for process engineering (plant group 7) as well as high-voltage technology (plant group 4) as well as automation for the sewage treatment plant (plant group 8) are awarded. Furthermore, the following special services are awarded for this purpose: Support in obtaining offers for surveying and soil surveys, participation in the necessary permits and permits crossing the Main-Danube Canal, local construction supervision for the individual IBW, preparation of as-built plans, participation in the application and billing of subsidies in accordance with Section 11 of the ZVB-Ing and monitoring of the elimination of defects within the limitation period.

In addition, the basic services of the service phases 1 to 6 for the technical planning of structural engineering in accordance with § 51 para. 1 HOAI, Part 4 section 1 for the individual objects as well as the special performance of the engineering control are awarded. The structural design services for the mixed water treatment are only optionally commissioned, as the necessity depends on the specific type of design of the rain overflow basin.

Furthermore, the service phases 1-9 of the service profile object planning outdoor plants according to § 39 Abs. 3 HOAI, Part 3 Section 2 for the wastewater treatment plant Freystadt are commissioned. For this purpose, the special service of monitoring the removal of defects within the limitation period is also commissioned.

The city of Freystadt is planning the expansion of the Freystadt sewage treatment plant with connections to the sewage treatment plants from the districts of Schmellnricht, Forchheim and Möning. An alternative study has been carried out, which is attached to the procurement documents. Variant A6 is to be implemented.

The Freystadt wastewater treatment plant is a mechanical-biological sewage treatment plant (aeration plant with separate sludge treatment) with further purification. The current expansion size is 8,000 p.e. The wastewater treatment plant is to be expanded to 14,000 p.e. In addition, the mixed water treatment plant is currently already at 100% capacity. Measures must therefore also be taken at the mixed water treatment plant. A rain overflow basin with about 1,000 m³ is to be built. The Forchheim, Schmellnricht and Möning sewage treatment plants are to be connected to the Freystadt sewage treatment plant. The waste water from these sewage treatment plants must be transferred to Freystadt. In addition, the documents for the water law procedure for the applications for discharge permits into the waters must be drawn up, for which the office to be found is also responsible. These services are included in the basic services. The Main-Danube Canal lies between the Forchheim sewage treatment plant and the Freystadt sewage treatment plant. The forchheim pressure pipeline, to which the Schmellnricht wastewater treatment plant is also to be connected, must therefore cross the Main-Danube Canal. For the crossing of the Main-Danube Canal, a licensing agreement must be concluded and necessary permits obtained. Furthermore, depending on the route, probably also district or state roads are crossed. The special services required for this are to be offered as a lump sum. The total cost of the measure is estimated at just under EUR 10 million net (KG 200-600). A cost statement (without mixed water treatment plant) is listed in the structural concept.

Funding according to RZWas 2021 is sought. The funding application must be submitted as quickly as possible. In order to make use of the funding opportunities of the currently valid RZWas, the funding decision and the necessary approvals must be available by the end of 2024. The measures must then be commissioned, implemented and billed within a period of 4 years. In order to enable all wastewater to be transferred to the Freystadt sewage treatment plant, it is necessary to first carry out the measures at the Freystadt wastewater treatment plant. A realistic start of construction is seen here from the 3rd quarter of 2024. For this purpose, a construction period of approx. 1.5 years is estimated; this would mean that the Freystadt wastewater treatment plant would be completed in the 2nd quarter of 2026. The pipelines and pumping stations have a shorter construction time, and a construction period of about half a year is expected for each wastewater treatment plant to be opened. The pipelines and pumping stations can be built partly in parallel, but to a certain extent also staggered, if it makes sense for processing or execution. A meaningful start of construction from the 3rd quarter of 2025 is seen here. Completion of the pipelines and pumping stations is planned for the 4th quarter of 2026; the measures must be commissioned, implemented and billed within 4 years of the funding decision. The connections of the districts connected to the Schmellnricht and Forchheim sewage treatment plants must be prioritized, as the water permit for the Möning wastewater treatment plant is still running the longest. Optimization measures and explanations of the further procedure can be found in the structural concept attached to the procurement documents, to which explicit reference is made.
