Foaming agents (SVM)

The contracting authority is looking for one or more suppliers to supply foam concentrates. The tender consists of four lots.

- fluorinated foam concentrate,

- fluorine-free foam concentrate,

- exercise foam concentrate,

- test concentrate.

The framework agreement is concluded with one supplier per lot. It is possible that a situation will arise where a total of four suppliers will supply the different concentrates in the future. The tenderer / supplier can also register for multiple lots. In the case of a contract, a framework agreement will be concluded between the contracting authority and tenderer (s) for a period of two years in mid-2021, with the option of renewing it twice with one (1) period for two years and a period for one year.

Fluorinated foam concentrate

This specification is for an AR-AFFF 3/3 Foam Concentrate for use on hydrocarbon fires in spills and storage tanks. It is a high quality product that meets the prevailing environmental requirements of the industry and the relevant standards in terms of extinguishing properties. The foam concentrate must be suitable for long-term storage in mobile foam containers up to 20 m³ and in the original packaging. The concentrate must be suitable for admixture at the correct admixture in accordance with NFPA 11, via a positive pressure proportioning system, as well as via standard venturi admixers and over a temperature range of -15 to 40 O C. Any specific requirement regarding the type or material and construction of storage vessels or pipework will be provided by the manufacturer prior to delivery. The foam solution that is prepared from the foam concentrate must be suitable for all applications - whether or not aerated - from fixed and mobile monitors and subsurface systems.

Fluorine-free foam concentrate

This specification is for an AR-F3 3/3 foam concentrate for use on hydrocarbon fires in spills and storage tanks. It is a high quality product that meets the prevailing environmental requirements of the industry and the relevant standards in terms of extinguishing properties. The foam concentrate must be suitable for long-term storage in mobile foam containers up to 4 m³ and in the original packaging. The concentrate must be suitable for admixture at the correct admixture in accordance with NFPA 11, via a positive pressure proportioning system, as well as via standard venturi admixers and over a temperature range of -15 to 40 O C. Any specific requirement regarding the type or material and construction of storage vessels or pipework will be provided by the manufacturer prior to delivery. The foam solution that is prepared from the foam concentrate must be suitable for all applications - whether or not aerated - from fixed and mobile monitors and subsurface systems.

Exercise foam concentrate

Due to stricter environmental regulations, the UK can no longer practice with fluorinated AR-AFFF.

This request for quotation is aimed at the acquisition of a test foam concentrate with which the GB can practice in a realistic manner.

The concentrate should also be suitable for testing stationary systems and semi-stationary systems. The foaming number and the flow properties of the foam must therefore correspond to the current AR-AFFF.

Because in some situations the admixture is also tested during an exercise, a yellow coloring agent must be added to a batch of the concentrate to be supplied on request.

Test concentrate

Due to stricter environmental regulations, the foam dosing systems of the Industrial Fire Fighting Pool (IBP) can no longer be tested live with fluorine-containing AR-AFFF.

This request for quotation is aimed at the acquisition of a test liquid with which the admixture test can be carried out. It is not necessary for the test concentrate to be foaming.
