This framework agreement is concluded for the purposes of a group of orders, constituted in accordance with Article L. 2113-6 of the Code of Public Command, and composed of the following public persons: the Communauté d'agglomération de Châlons-en-Champagne, the town of Châlons-en-Champagne, the Communal Centre for Social Action of Châlons-en-Champagne, the municipality of Fagnières, the commune of Saint-Étienne-au-Temple, the commune of Saint-Martin-sur-le-Pré and the commune of l'Épine. The coordinator appointed by the grouping is the Communauté d'agglomération de Châlons-en-Champagne.
