King's College Hospital NHS Foundation Trust is seeking to create a public sector wide, national framework agreement for the provision of Energy, Carbon, and Backlog Maintenance Management Services – Performance Contracting. The framework is to tackle demand reduction and supply of energy through cogeneration or alternative energy generation, waste to energy and associated services. Bidders must be capable of delivering guaranteed energy consumption, carbon or cash savings basis for the duration of the contract, through either, designing, building, maintaining, funding, owning, managing and guaranteeing the services through a service based contract, delivered directly or through a third party, either as a sub-contractor, consortium, or a partnering arrangement.

Bidders will need a proven track record of significantly reducing backlog maintenance, together with delivering energy and or carbon emissions and consumption savings, through managing and optimising energy and plant consumption and resources, through retrofit and or backlog maintenance and or generation of energy.

Funding options are available through grant, government capital, Salix and other private finance sources. Further in-depth detail will be available at the ‘Invitation to Tender' stage as part of the procurement document set, if shortlisted and invited to tender.

Independent third parties may be required to undertake monitoring, verification, strategy, assurance and long term review of the subsequent projects, relating to operational performance, guarantees and strategic outcomes. King's College Hospital NHS Foundation Trust intend to procure the framework with a maximum of 8 suppliers to make stepped change in Energy, Carbon and backlog maintenance for the public sector Estate.

The Energy and Carbon management services as follows:

Stage 1 - Establishing the framework.

Following evaluation of PQQ submissions, a maximum of 10 bidders to be invited to tender (ITT) and then to potentially join the framework. Further details in the evaluation criteria. Innovation is expected in order to achieve significant and stepped change in Energy and Carbon consumption reduction. Following evaluations and clarifications at ITT stage, there will be an estimated maximum number of 8 suppliers awarded a place on the framework.

Stage 2 – Subsequent processes following establishment of the framework:

The framework will be subject to either mini-competition procurement processes via a call off option which is applicable across a variety of public sector clients, from Health, Higher Education and Central Government Departments, for example. Please refer to section VI.3). Activities such as desktop (mini) investment grade audit/proposal to deliver the proposed Energy and or Carbon and or Cash savings through retrofit and or addressing of backlog maintenance, and guarantees on performance. The contract shall continue in accordance with the agreed service based delivery model(s) for their proposed duration. This contract may last to a maximum of 20 years from date of award.

However, if the successful bidder has failed to complete the investment grade audit/proposal to deliver the proposed energy saving guarantee and/or failed to deliver the minimum guarantee required as defined above, the respective end client (public sector) reserves the right to terminate the contract without any liability at this stage.
