Call for tenders for system procurements under funding criteria 3 and 5 of the KHSFV

The University Hospital Regensburg intends to procure system elements 3 and 5 of the KHSFV. These are divided into the following lots:

- Digital Patient Documentation Allgemeinstation (Separate 1)

- Ambulanzinformationssystem (The 2)

- Digital Medikationsmanagement (The 3)

Digital patient documentation in the general ward

The University Hospital Regensburg (hereinafter referred to as "UKR") intends to procure a clinic-wide system for the comprehensive expansion of digital care and treatment documentation in the general wards of the UKR. A total of 31 wards will be affected by this project, in which about 37,000 cases will be treated annually. The present object of the award will be implemented within the funding element 3 (Digital Care and Treatment Documentation § 19 para. 1 sentence 1 no. 3a Digital Documentation KHSFV) as a measure within the framework of the current KHZG digitization program.

The daily documentation of care and treatment services is becoming increasingly complex and takes up considerable time resources for medical and nursing staff. Currently, the documentation of care and treatment services is mainly analogue or paper-based and partly also carried out digitally in the hospital information system (HIS). The result is the potential for errors caused by the media discontinuity as well as duplication of work or time-consuming merging of content from different documentation systems into a continuous and logical overall system. This fact leads to a considerable time burden on the part of all persons involved in the treatment process in everyday work (including the limitation of resources for the core activity) and associated dissatisfaction.

The aim of the project described here is the step-by-step implementation of a nationwide system for digital care and treatment documentation on the inpatient general wards of the UKR (hereinafter referred to as "DPA solution", digital patient documentation general ward). The system should at least have the option of digital curve guidance and digital care documentation with ePA-AC. The introduction of such a solution is intended to enable end-to-end digital and organizationally interoperable process mapping at the UKR, also in interaction with existing systems. This applies in particular to care planning and nursing and medical documentation with connection to the existing hospital-internal electronic file of the patients as part of the hospital information system. By integrating the system into the electronic patient record (ePA) and the hospital information system (HIS), the interoperable data transfer to, for example, downstream care units according to accepted standards is to be ensured. In addition, in addition to the integration into the HIS, the digital medical documentation is to be completed in the future by connecting systems for wound documentation and medication management (parallel to this project, see Lot 3).

Overall, the new system with its extensive and standardized modules is intended to enable complete digital documentation and thus optimize patient treatment in terms of efficiency and improve patient safety and satisfaction.

Ambulanzinformationssystem

The University Hospital Regensburg intends to procure an ambulance information system for the comprehensive mapping and documentation of all processes in the outpatient facilities of the UKR. Approximately 25 polyclinics and university outpatient clinics will be affected by this project, in which about 165,000 cases will be treated annually. In addition, the corresponding solution will also be used within a medical care center (MVZ) in the future. The present object of the award will be implemented within the funding element 3 (Digital Care and Treatment Documentation § 19 para. 1 sentence 1 no. 3a Digital Documentation KHSFV) as a measure within the framework of the current KHZG digitization program.

The aim of the project described here is the step-by-step implementation of a comprehensive ambulance information system (hereinafter referred to as AIS solution), which, as part of digital clinic, patient and treatment management, is intended to build a bridge to the hospital information system (HIS) and supplement necessary functionalities for the outpatient sector. The system is to be used for digital care and treatment documentation as well as for appointment and resource management in the outpatient clinics of the UKR. The system is also intended to enable standardization of documents and processes across outpatient clinics.

The introduction of the ambulance information system is intended to enable end-to-end digital and organizationally interoperable planning as well as nursing and medical documentation with a connection to the existing hospital-internal electronic file of the patients as part of the hospital information system at the UKR. The integration of the system into the electronic patient record (ePA) and its integration into the existing hospital information system (HIS) is intended to ensure interoperable data transfer for downstream processes, for example, according to accepted standards. A functioning, trouble-free deep integration with the existing systems is indispensable for success.

Digital Medikationsmanagement

The University Hospital Regensburg intends to procure a clinic-wide system for the digitization of medication management (medication management system, hereinafter referred to as "MMS") on all wards, in particular the general wards and polyclinics of the UKR. In the first step, a total of 31 wards as well as 25 polyclinics and university outpatient clinics will be affected by this project, in which about 202,000 cases will be treated annually. The present object of the award will be implemented within funding element 5 (digital medication management § 19 para. 1 sentence 1 no. 5 KHSFV) as a measure within the framework of the current KHZG digitization program.

The aim of the project described here is the introduction of an integrated, standardised and networked medication management system on the inpatient general wards and outpatient clinics of the UKR for the implementation of digital medication management within the meaning of § 19 para. 1 sentence 1 no. 5, § 20 para. 1 KHSFV. In close cooperation with the DPA solution mentioned under Lot 1 and the ambulance information system described under Lot 2, the UKR is to enable end-to-end digital and organizationally interoperable care planning and nursing and medical documentation, including medication. The MMS is intended to enable a seamless, transparent, comprehensive and digital medication process. The overarching goal is to optimize patient treatment in terms of efficiency, patient safety and patient satisfaction. By integrating the MMS into the DPA solution, into the hospital information system (HIS) and into the ambulance information system, the interoperable data transfer to, for example, downstream care units according to accepted standards is to be ensured. A functioning, high-performance and trouble-free deep integration with the existing systems is indispensable for success.
