The objective of the call for tender is to procure an academic study on the potential and limitations of reforming the financing of the EU budget. The study is to examine legal, economic, institutional and political aspects of the EU budget's revenue system. It is to provide original input in the reflections and the debate on the future of the own resources system. The results of the study will be taken into account in the deliberations of the high-level group on own resources.
