New rental police headquarters Bochum

New lease of a new headquarters headquarters building by the Bochum Police Headquarters. For this purpose, the contractor must offer a plot of land in the defined selection area (Bochum city area), on which he will plan, construct and rent out the main building of the presidium to the client.

The state of North Rhine-Westphalia (NRW), represented by the Ministry of the Interior of the State of North Rhine-Westphalia (IM NRW), which is represented by the Bochum Police Headquarters, intends to rent a new headquarters headquarters building.

The project can be realized by planning and new construction of a property specifically tailored to the client's needs, whose sole user will be the client. Renting an existing property is excluded; this does not apply to the required employee spaces, which can also be accommodated in an existing building. The employee parking spaces may also be located on a neighboring property.

The object of the contract is the conclusion of a rental contract for a police headquarters to be planned and set up according to the client's requirements in a more precisely defined selection area. The lease should have a term of 20 years, with the option for the client to extend the contract once by five years. The rental property should be handed over on January 1, 2027 at the earliest. The award procedure is expected to be completed in August 2023.

According to the approved room program, the new police headquarters requires approximately 17,900 m² of program space. Taking account of ancillary areas, traffic areas, technical functional areas, etc., a gross floor area of approx. 37,000 m² GFA (R) (without underground parking) to approx. 42,000 m² GFA (R) (with underground parking) can be assumed, depending on the design.

Depending on the design, this results in a space requirement for the property of approx. 12,000 m² (with underground parking) to approx. 14,500 m² (without underground parking, but with a large 4-storey garage), assuming an 8-storey building volume. A smaller storey requires a correspondingly larger plot of land.

The program area comprises a police and crime station, a central police custody, a control center, a criminal investigation, office space for different departments that have different relationships with one another and must be arranged to one another according to the client's request, and further police-specific Rooms as well as outdoor areas for a waste collection point/container installation and bicycle parking spaces.

In addition, around 650 car parking spaces are required in carports, large garages and outdoors. A detailed individual room program and functional diagrams will be attached to the call for tenders.

The police headquarters should be located in a central and convenient location for police operations and customer traffic. This is to be understood as a location that enables a quick connection to the interurban road network and public transport and is within the defined selection area, whereby the selection area is limited to the urban area of Bochum. In addition, the property must be accessible via a public road with at least two lanes for two-way traffic as well as via a two-lane property entry/exit and a single-lane emergency entry/exit, whereby both accesses to the entry and exit of the property must be or must be permitted. Ultimately, the property must meet all of the minimum criteria set out in section 4.1 of the application conditions.

Since the new location is of particular importance for the client and the indication of the land plot is an indispensable prerequisite for submitting an initial offer in the negotiated procedure, he will only ask applicants to submit an initial tender who already prove with their application for participation that they have a suitable land on which the new police headquarters can be adequately housed in the future. Applicants are free to name several suitable properties with their application for participation. If several properties prove suitable, the applicant must decide which of his suitable properties he wishes to submit an offer for after being invited to submit a bid. In addition, applicants are free to change the property for the indicative offer: further properties will be admitted to the indicative offers if they meet the minimum criteria listed in the participation competition. The contractor must also be the owner of the property or a heritable owner of the property on which the new police headquarters will be set up at the latest when the leased property is handed over.
