In front of you is the Procurement Guidance associated with the European public tender for the conclusion of an Agreement with one (1) Contractor for the provision of network services and connectivity to the province of Zuid-Holland.

The notice of this Contract was published on www.TenderNed.nl and in the Supplement to the Official Journal of the European Union (T.E.D.). All Entrepreneurs who meet the minimum requirements are cordially invited to make a Registration, independently, in a Partnership (combination) and possibly by calling on Third Parties.

This Procurement Guidance document and its Appendices explain the Contract, the tendering procedure, the requirements that Tenderers and their Tenders must meet and the way in which the most economically advantageous Tender is chosen.

The contract to be tendered consists of the following components:

a. Managing the network environment of the Contracting Authority. The current network environment includes equipment from Cisco, Fortinet, Infoblox and Citrix Netscaler. The network environment is described in more detail in Annex 8 'Description of current network situation, connectivity and firewall'. Management shall include:

1. 24x7 monitoring of the network and firewall equipment in terms of equipment availability and performance of internal and external data connections;

2. Patching the network and firewall equipment according to the service management processes of the Contracting Authority;

3. Replacing faulty network and firewall equipment on-site; In the event of a Prio 1 incident, this means resolving the disruption on-site within 4 hours;

4. Ensure that security risks are remedied and mitigated in a timely manner.

b. Providing data connections for internet access and connections in the wide-area network (WAN) from 1 July 2025;

c. Advising on further developments and optimization of the network, wide-area network (WAN) and firewall infrastructure.
