The contracting authority's purpose with this procurement is to enter into a framework agreement with 2 service providers for nationwide hotel/overnight accommodation services for the contracting authority's employees on business travel. The framework agreement will also include the opportunity to order course/conference services, particularly in connection with overnight accommodation.
The tenderer who submits the best tender will be awarded first place in the competition, and thus the largest portion of the turnover. The tenderer who comes second will be asked to supply hotel and conference services on occasions when the primary service provider does not have satisfactory capacity or presence.
The framework agreements concerning nationwide hotel services means that the tenderer must be able to offer overnight accommodation in the majority of large cities/town in Norway, and without exception centrally in Trondheim, Oslo, Tromsø, Stavanger and Bergen. This also applies to airport hotels in Trondheim, Oslo and Bergen.
The framework agreement will normally concern good single rooms, with standard furnishings/facilities.
The tenderer must offer a fixed, standard price for standard single rooms per night, per hotel. If the tenderers have general offers, campaigns or similar that involve lower prices than agreed, the lower price must be used.
The framework agreement must also include the possibility to order course/conference services in connection with overnight accommodation. Such services must be adapted as the need necessitates after further agreement in individual circumstances, but the tenderers must price a standard day package. This price will be both the basis of the tender evaluation and also applicable if the contracting authority wants to order such day packages, which is considered to be the most relevant type of course/conference service.
