The Ministry of Local Government and Modernisation (Norwegian: KMD) wants to follow up on experiments with the transfer of supervision tasks from two regional offices in the Norwegian State Housing Bank to three County Governor offices.
The assignment consists of two partial deliveries. The first partial delivery shall contain a zero point measurement for selected criteria, which can be measured and analysed against other partial deliveries. The second partial delivery shall contain a final report with a summary of the results achieved, conclusions and recommendations. The deadline for the first partial delivery is 15 December 2021. The deadline for the final report is 1 February 2024.
The total financial frame of the assignment is up to NOK 1 500 000 excluding VAT.

The purpose of the evaluation is to gain increased knowledge on how the state can best organise itself to assist and guide the municipalities in the social housing area. Specifically, the evaluation shall give the government a good foundation for making decisions when it clarifies further division of responsibilities and work between the County Governor and the Norwegian State Housing Bank for the social housing area.
