The urban environment sector of the city of Helsinki (later subscriber) establishes a dynamic procurement system (later DPS), within which it will be to compete with the subscriber's founders. Service mandates may apply to a wide variety of procurement, including goods or service procurement.

The dynamic procurement system operating model is two-phase. In the first phase, a dynamic procurement system will be established in accordance with the provisions of the limited procedure. In the second step, the subscriber makes in-house competitions of the dynamic procurement system among the associated candidates. Through this dynamic procurement system, the urban environment industry of the City of Helsinki acquires seedlings and seedlings related to significant street, park and sports facilities projects for vegetation.

The dynamic procurement system is divided into three (3) categories:

— Goods — Category 1 Seedlings

— Services — Category 2 Breeding contracts

— Services — Category 3 Seedlings and service contracts related to seedlings.

Competitivations within the dynamic seedling system use an overall economic reference basis. The weighting of quality in procurement is between 40 and 70% and 30 to 60% in price respectively. Quality scoring is based on points selected and weighted on a procurement basis, suitable for that acquisition. These may include demonstrating the durability of the addition source, seedling time care, species-specific breeding experience, reducing the use of packaging plastic and other plastic and glyphosate, and social responsibility of activities.

The dynamic procurement system shall be valid for 24 months unless the contracting entity shortened or prolongs the duration of the dynamic procurement system. Applications for participation in DPS may be submitted throughout its duration. The Helsinki Urban Environment industry accepts all applicants who submitted an application for participation in DPS that meet the suitability requirements set out for the applicant. The suitability requirements are described in the section Other Terms and Conditions of the RFQ.

The seedlings must comply with Finnish law and regulatory regulations and meet quality requirements for plant type and plant species. The seedlings should be phenologically adapted to the climatic conditions of Helsinki. Seedlings are imposed on seedlings by type. Increasing source information for seedlings or a similar report on their genetic quality is required.

The quality of seedlings shall be ensured and documented in such a way that the batch to be delivered meets the quality requirements and the quality assurance has been properly documented.

The successful seedling supplier undertakes to allow the subscriber to pre-inspect the seedlings from image or video footage or on-site prior to the withdrawal of the seedlings. The successful seedling supplier also undertakes to ensure that the purity of a batch of seedlings from plant pests, if necessary, can be ensured prior to the delivery of seedlings.

The warranty period is one (1) period of growth from delivery.

Breeding contracts for subscriber-defined addition sources and increment phase, for example, from petty seedling to planting size. The length of contracts varies from case to case and there may be one (1) or more delivery items of finished seedlings during the contract period.

Breeding contracts procured seedlings such as trees or perennial mats, as well as special species of wood-stemmed plants or perennials, for example, arboretum — sites or dynamic groups of plants.

In addition to seedlings, various services related to seedlings are acquired, for example, planting works, equipment installations and warranty time care work. The content of the contracts varies from case to case.

The quality of services in construction and care work shall at least meet the general quality requirements of the sector, such as in the construction of InfraRyl and in the case of care work VHT'14 or their upgrades.
