The subject of the order is the implementation of the task — “Creation of a municipal bicycle rental with min. 200 bicycles, including min. 10% of bicycles with electric assistance” together with its service between 2022 and 2025, as part of the project “Kielecki City Bike”, co-financed by the Union European under the Regional Operational Programme of Świętokrzyskie Voivodeship for the period 2014-2020, the scope of the contract includes in particular:

• Stage I - delivery, installation and commissioning of the city bike rental system in Kielce,

• Stage II - the provision of the service of the organizational and technical service of the city bicycle rental system in Kielce, for a period of 48 months from the date of receipt of the 1st stage of the implementation of the contract (with the possibility of shortening this stage to a maximum of 24 months), with the start of stage II not earlier than 1 May 2022

The scope of the order shall include, in particular, two stages:

1. Stage I - delivery, installation and commissioning of the city bicycle rental system in Kielce, hereinafter referred to as the “System”), including:

1) development of documentation of elements of the System in the form of:

(a) the development of two variants of graphic design elements of the System,

(b) the development of regulations and information clauses related to the functioning of the System,

(c) the development of the design documentation necessary for the performance of bicycle stations, inter alia, obtaining all conditions, statements, opinions, consent, permits, arrangements, decisions and other legally required documents necessary for the execution of the subject of the contract and, in the case of the location of the station cycling, which affects the need to make changes to the existing traffic organization - the development, arrangement and approval of the project to change the permanent traffic organization for this station,

2) to present to the Ordering Party a batch of standard bicycles (one of each type), with the provision that it is permitted to provide an alternative presentation of detailed technical catalogues on the basis of which it will be possible to make a preliminary assessment of their parameters — in terms of fulfilment SWZ requirements

3) delivery of 250 pcs complete and factory new 4th generation bikes, including:

(a) 210 pcs of traditional bicycles,

b) 5 pcs of traditional tandem bikes,

(c) 25 pcs of electric bicycles,

d) 10 pieces of cargo electric bicycles (family/freight),

4) assembly on the territory of the City of Kielce 57 pieces of bicycle stations,

5) launch and configuration on the servers of the Contractor the necessary software for the functioning of the System, containing at least a website and mobile application for users of the System, launching the Customer Service Office, conducting training in handling it software.

2. Stage II — the provision of an organizational and technical service of the System, by maintaining the efficiency of the System containing the possibility of round-the-clock use of bicycles during the duration of the service in a given year, in particular:

1) Administrative support of the System in ensuring the continuity of operation of the System at 99% of its availability time and updating the System software necessary for its functioning, to the extent necessary to ensure the system's IT security, data protection Personal users of the System, the removal of software errors and the possibility of ongoing control of the System by the Ordering Party,

2) ensuring comprehensive organizational and technical service of the elements of the System, during the seasonal period of operation of the System, including:

(a) maintenance and ongoing repairs of bicycles (resulting from normal use consumption of bicycles, including replacement of parts of bicycles subject to normal wear) and bicycle stations (information totems, bicycle racks), with the provision that the repair of bicycles will be up to 7 days calendar,

b) maintenance also includes the maintenance (washing where necessary, but not less than once a month) of individual components of the System (bicycles, information totems, bicycle racks),

(c) ensure the charging of electric bicycle batteries and regular replacement of batteries by the Contractor's qualified service,

d) transport of bicycles every day of operation of the System,

e) maintaining Customer Service Office available 24 hrs/7 days a week,

3) transport of bicycles after the end of the cycling season in a given year, from bicycle stations or from other places they are left to the warehouse indicated by the Ordering Party (in the city of Kielce),

4) transport of bicycles before the start of the cycling season in a given year, from the warehouse indicated by the Ordering Party to individual bicycle stations.

The detailed scope and conditions for the execution of the order shall be determined by the SWZ,
