Pursuant to Section 16 (1) sentence 1 SGB II (4), the subject of the measure “Activation Assistance for the Younger” pursuant to Section 16 (1) SGB III is the combination of elements for the introduction to the training and labour market and the identification, reduction or elimination of barriers to placement.
The target group is in particular young people or young adults under 25 years of age who are
— have many and serious barriers, particularly in the areas of motivation/attitudes, key qualifications and social skills, and cannot otherwise be achieved in order to motivate them to qualify and gradually introduce them to vocational training,
— have completed compulsory education,
— do not have initial vocational training, and
— cannot be included or not yet included without this support because of the reasons in their person.
The measure is divided into the initial phase and then into project work.
As part of an initial phase (the first 4 weeks of the individual participation period), a first picture of the participants' barriers to integration to date will be obtained on the basis of the observations and discussions. No classic profiling and assessment procedures will be carried out at this stage.
This is followed by 2 additional project approaches that match the target audience. These project approaches are not specified by the user, content and execution must be developed by the contractor himself. These shall be developed taking into account the individual interests of the participants.
The content of the MAT is intended to encourage participants to acquire key competences and develop resources in as many different ways as possible to integrate into the training or labour market. The activation of young people is carried out through the project-related work. Due to the diversity of the projects, the participants have the opportunity to discover and develop their skills and strengths, depending on their individual requirements, and to orient themselves professionally. In addition, there is support and special education, which is individually tailored to the skills and needs of the participants.
Intensive socio-pedagogical support for young people can develop career perspectives and consolidate goals, remove barriers to integration and promote positive work and learning behaviour.

— Operational internships.
Participants are usually allocated for 6 months, but can be extended to 12 months if necessary. The extension to 12 months is particularly effective for participants who are preparing for the external examination for obtaining the Hauptschulabe. Participants will be assigned full-time.
