In 2016, a competition was held for an operational contract based on SS-D — Delivery platform. The contract was signed with a total supplier of a delivery platform in January 2017 and terminated in autumn 2017.
Based on the owner municipality’s need and experience from the named competition and contract, technological development, service development and the supplier market, DGI has revised their sourcing strategy. New procurement of external operational services (new delivery platform) is considered best realised with a module-based approach. A module-based approach is considered to reduce the risk for both DGI and the service providers to DGI and will give DGI the necessary and desired flexibility and scalability. Furthermore, DGI sees the procurement of the delivery platform in the context of a cloud-first trend.

DGI has considered which services will be put out to tender. DGI has divided its need into 4 (four) modules, of which 3 modules will be subject to a call for tenders in 2019 (see the illustration in the tender documentation point 1.2). For a more detailed description of DGI's revised sourcing strategy, process, findings and initiatives, see the document annex ‘Annex 1 Appendix 4 — Documentation DGI Sourcing Strategy’. This contest is for special consultancy services for IT operations — service integration, called 'Service Integrator' in the illustration in the tender documentation point 1.2. As this contest for a service integrator is a contest for strategic and/or consultancy services for DGI for, amongst other things, what external operational services (called 'Modern IT Services' in the same illustration) DGI will procure, and/or security services (called 'Security Services' in the same illustration) that are covered by other contests, the winner of this contest will not be able to win the contest for external operational services or security services.
