The purpose of the contract subject to this consultation is to entrust the agent with the task of carrying out the program of operations of public spaces in the name and on behalf of the contracting authority in accordance with the provisions of Articles L.2422-5 et seq. of the Public Order Code.
The mission will consist of the definition, the follow-up of studies and the realization of the works on a perimeter of about 7 hectares located in the Jules-Guesde district in Troyes. The delegation of project management concerns the servicing of land left vacant following the demolition of buildings, with a view to their marketing and the development of public spaces.
Troyes Champagne Métropole (Tcm) plans to start work in 2024 in accordance with its multi-year investment program.
The financial envelope allocated to the implementation is set at 13 650 000 euros excluding tax, i.e. at a VAT rate of 20%,
EUR 16 380 000 (T.T.C.).

Firm tranche - it includes the following 4 phases according to the program:
Preliminary phase
Phase 1: work phase of the South sector - years 2024 - 2026
Phase 2: North Sector Work Phase - Years 2025 - 2027
Phase 3: work phase of the Centre sector - years 2026 - 2028
Optional tranche -
Phase C: Old Stadium Street
The period for strengthening the optional tranche is as follows:
Optional tranche: 5 years after notification of the contract, i.e. before 31 December 2028
There is no provision for withdrawal allowances in the event of non-consolidation of each optional instalment, nor tideover allowances in the event of delay in the consolidation of each optional tranche.
The services are subject to defined phases within the breakdown of the global and fixed price.
