The City of Helsinki Urban Environment Division (later also the Client) invites tenders for the delivery of traffic light control devices in accordance with the instrument specifications appended to the invitation to tender. It must be possible to connect the purchased control devices to the Omnia and Omnivue monitoring and control systems used in Helsinki. There are a total of 29 instruments, of which 5 are spare instruments:

The customer is already able to connect instrument types ELC-2, ELC-3, EC-1, ITC-1 and ITC-2(b) ITC-3 to the Omnivue system. The customer is already able to connect ELC-2, ELC-3, EC-1, EC-2, ITC-1 and ITC-2(b) to the Omnia system.
For other types of instruments, the provider shall ensure the connectivity of the instrument to the Omnivue and Omnia systems, in which case any additional connection costs shall be borne by the control instrument supplier.
The Subscriber shall be liable to the Central System Vendor for the licence fee for the connection of the control device to be added to the Central System in accordance with the agreements between the Subscriber and the Central System Vendor.
The control device shall support the latest version of the RSMP protocol and SXL traffic signals specification published at the time of publication of the invitation to tender.
As a rule, the steering instruments are delivered painted in RAL 7037 tone. Painting is included in the price.
The shade of the paint may vary slightly depending on the installation object. The exact shade is indicated by the customer when ordering the control instrument
The Supplier shall provide a total price separately for each control instrument requested in the invitation to tender based on the instrument specification forms attached to this invitation to tender and the minimum requirements for the control instruments. The total price given for the instrument includes a ready-to-install traffic light control device in accordance with the instrument specifications and the minimum requirements for control instruments. The subscriber orders the control instruments within 2 years of the signed contract. The delivery date of the control instrument can be agreed to be a date exceeding 2 years from the signed contract.
For each control device requested in the invitation to tender, the supplier provides a separate commissioning price at the intersection of traffic lights from the equipment supplier as an option. The subscriber exercises the option at his/her own discretion within two years from the signing of the contract. The commissioning date under the option cannot be agreed for a date exceeding two years from the signing of the contract.
In the invitation to tender, the supplier gives a total price for the one-day (8+8 hours) operating and programming training requested as an option.
The Client exercises the option of user and programming training at its own discretion within two years from the signing of the contract. Operational and programming training under the option cannot be agreed for a date exceeding two years from the signing of the contract.
