The present award procedure (negotiation procedure with participation contest) aims to award the specialist planning services for the structural design for the new construction of a two-day day care center (KITA) including childcare provision for children under the age of 3 and an affiliated senior day care with catering facility. Parallel to this, the services of outdoor planning and technical equipment planning will be tendered separately. The call for tenders for building planning services (object planning) has already been published on 5.2.2019 in the Supplement to the EU Official Journal. In addition to the consideration of functional aspects, the principles of economic efficiency and economy as well as an energy-efficient design must be taken into account in the aforementioned planning services.

The competition documents presented here refer to the planning services for structural engineering acc. § 51 HOAI. The tenders to be drawn up in the tendering phase of the tendering procedure shall cover work phases 1 to 6, and from performance phase 8 to the technical inspection of the performance of the structure in accordance with the verified static documentation. In principle, all partial services of the basic performance picture of the HOAI as well as the above-mentioned special service shall become subject of the contract.

The client reserves the right to award only the LPH 1-2 at the beginning. However, he also reserves the right to award the LPH 3 to 6 as well as the awarding of the above mentioned special performance as part of the object monitoring to the same bidder without a renewed invitation to tender. The service phases 3 to 6 as well as the above-mentioned special service will therefore be offered as an option by the customer for a step-by-step assignment. However, all LPH 1-6 as well as the mentioned special services can be awarded at once.

The total cost of the construction project is estimated at a maximum of EUR 2.7 million, including VAT. The planning task is classified in Honorarzone III according to § 52 HOAI. In the later offer after requesting an offer, the total planning fee for the basic services acc. the mentioned conditions including all additional costs and with expulsion of the legal VAT. specify. In addition to the basic services and the particular performance of the LPH 8, any further special services required will have to be priced and offered by specifying a uniform hourly rate (mixed costing), including ancillary costs.
