The purpose of this contract is to carry out the controls carried out on the wastewater / rainwater sanitation networks and heating networks of Troyes Champagne Métropole on its perimeter, namely:
- compaction controls;
- television inspection of networks;
- leakage checks of sections and/or connections;
- discharge pipe leak leak checks;
- leak checks of manholes and water connection boxes;
- leakage checks of discharge stations regardless of diameter;
- pressure tests on wastewater networks and heating networks with Cofrac recording manometer;
- sampling of waste water pipes to identify the nature of the pipeline.
These checks can be carried out in two types of situations and concern collectors with a diameter of 2 000 mm or less.
in accordance with Article L2113-11 of the Public Order Code, this public contract is not alloti. Indeed, the devolution into separate lots may make the performance of the services technically more complex.
For good reason, the services of this contract concern the sanitation network (wastewater and rainwater) as well as the heating network. Both types of networks mentioned above are located within the same streets. Therefore, the work as well as the prior or acceptance checks will take place on the same perimeter. Thus, a devolution in batches and a plurality of holders could jeopardise the results of those controls on the same perimeter.
in accordance with the provisions of articles L2125-1.1°, R. 2162-1 to R. 2162-6 and R. 2162-13 to R. 2162-14 of the Public Procurement Code, each lot will give rise to the conclusion of a single-awarding framework agreement with purchase orders.
the holder of the framework agreement will be consulted, at each occurrence of a need, through the issuance of purchase orders, in accordance with the provisions of articles R. 2162-13 and R. 2162-14 of the Public Order Code.
Pursuant to Article R.2162-4-2° of the Public Order Code, the framework agreement will be concluded with a maximum amount of 650,000 euros excluding VAT over 4 years.
The period of validity of this contract runs from its date of notification for a period of 4 years firm.
For network diagnostic checks, the deadline will be specified in the order form.
The holder may also be asked to carry out so-called urgent interventions.
Response time in case of emergency: In the case of an emergency intervention, the company must intervene within 24 hours after receipt of the order by email and confirmed by phone.
For final checks prior to the acceptance of a site, the deadline is specified to the Cctp.
In general, the deadlines for delivery are specified within the CCTP.
