The district of Lower Franconia is planning to build a new psychiatric institute outpatient clinic and a psychiatric day clinic for geronto and general psychiatry in Schweinfurt on Mainberger Strasse.
The basis for planning is the preliminary planning by the architect.
The total costs according to DIN 276 of KG 400 are estimated at approximately EUR 1.075 million net.
The measure is intended for funding under the KHG through the BayKrG.
Appointment preview:
- Start of planning services immediately after the termination of the VgV procedure;
- planning phase 2020;
- Submission of HU construction by 4th quarter 2020;
- Construction from mid-2021;
- Commissioning in late 2023.
In a judgment of July 4, 2019, the ECJ finally decided in the infringement proceedings involving the HOAI that the minimum and maximum rates set out in the HOAI are contrary to European law.
If reference is made to the HOAI in the present VgV, it is indicated that the fee tables are intended to serve as price orientations.
Offers that are outside the previous minimum and maximum rate regulations are also legally permissible.

Plant groups according to § 53 HOAI ALG 1 + 2 + 3 + 8
- gradual commissioning of the basic services of LPH 3 to 9;
- initially only level 2 with LPH 3 + 4 including associated special services.
Special services:
- Participation in funding procedures (level 2) and preparation for proof of use (levels 3 + 4) in coordination with the client and the architect
The commissioning of the basic and special services of level 1 is intended in accordance with the provision of funding and funding.
There is no legal claim to the assignment (as well as with other service phases and other special services).
Preliminary planning with cost estimates is available as a basis and consideration for further planning.
It is assumed that the target-finding phase according to BGB 2018 has been completed.
