for the general renovation and conversion into an all-day school of the Pestalozzi School

in Mannheim

II. Service description

Planning of technical equipment according to HOAI §§ 53 ff. Plant groups 4, 5 and 8 for the general renovation of the Pestalozzi School in Mannheim.

The following cost groups are included in plant group 4: KG 490, KG 550 and KG 220/230.

II.1 Occasion and purpose

The subject of the procurement is the general renovation of the Pestalozzi School in Mannheim.

II.2 Scope of services

The planning of the technical equipment according to HOAI §§ 53 ff. plant groups 4, 5 and 8 for the general renovation of the Pestalozzi School in Mannheim is put out to tender.

It is planned to award LPH 6 up to and including LPH 8.

Since the current ELT planner will leave the project at the end of the year with the complete completion of LPH 5, we need a new ELT planner for work phases 6 to 8.

The other necessary HOAI performance specifications (HLS planning, building planning, kitchen planning, conveyor system planning, building physics, etc.) are intended as separate orders and are not the subject of this invitation to tender.

The construction work is carried out in individual trades.

The service profile to be commissioned results from the enclosed contract model and includes the following basic services according to HOAI §§53 et seq.

-Preparation of the award (LPH 6)

-Participation in the awarding of contracts (LPH 7)

-Object monitoring and documentation (LPH 8)

In addition to the basic services according to HOAI, the following special services are planned:

-Familiarization with existing planning (1LPH - 5LPH) - lump sum

When calculating additional costs, the following services must be taken into account:

-Planning and construction management meeting once a week in presence or virtually via e.g. TEAMS (regardless of general coordination of work/services also on the construction site)

-Distribution of plans to project participants in the event of significant performance statuses / changes or due to technical requirements additionally in paper.

(basically as a file in open format and as PDF and DWG each)

-Use, exchange and documentation of project-specific documents via the joint client-side project platform in Sharepoint

-General services including travel expenses

II.3 Cost budget

A budget (net) is available for the new construction of the technical facilities for

-Anlagengruppe 4: ca. 1.400.000,00 €

-Anlagengruppe 5: ca. 700.000,00 €

-Anlagengruppe 8: ca. 300.000,00 €

is available.

For the implementation, this results in:

Budget cap of € 2.4 million net

II.4 Timeline

The following milestones are specified as a time frame for the provision of the services according to the scope of services in the case of an order:

Start of familiarization with the existing planning 02/2024

Completion of the specifications 05/2024

Start of construction from 07/ 2024

Completion of school building with all-day area 02/ 2027

Completion of the entire ensemble in the school year 2027/28

The planning services must be provided in good time so that the above dates are not endangered. The necessary coordination with those involved in the planning and the client or their committees must be taken into account.

The construction services are subject to the tender regulations according to VOB/A. The period for public/limited tenders from completion of the award documents to commissioning is usually 2 months and must be taken into account in the scheduling process.

II.5 qualities

For the implementation of the construction, minimum qualities and energy guidelines were agreed between the client City of Mannheim and the client or operator of the properties BBS Bau- und Betriebsservice GmbH for various trades. In addition, there are quality specifications from the technical equipment for the harmonized operation of the buildings by the employees of BBS. These are defined in specifications. The documentation must be prepared in accordance with the BBS standard. When creating plans, CAD guidelines must be followed.

The aforementioned minimum structural standards are binding in the event of an order; at the moment they are only attached for information purposes. The technical minimum standards are communicated via the specialist planners in the project and can be viewed when an order is placed.
