The purpose of this contract is to cover the ERDF co-financed themes in mainland France, the implementation of the ERDF European programs for the periods 2014-2020 and 2021-2027, for so-called thematic lots. The present contracts are service contracts concluded under an open tendering procedure in accordance with Article 25 of Order 2015-899 of 23.7.2015 and Articles 66 and 67 of Decree No 2016-360 of 25.3. .2016 on public procurement. It is a single, global and lump-sum market. This price is firm and final for the duration of the contract. The duration of the lots is 15 months from the date of notification to the holder. The execution period is 13 months from the date of notification to the holder.

Lot 1 aims, on the theme of innovation and research:

- the realization of an inventory of fixtures: for the 2014-2020 period, it is a question of analyzing the projects or typologies of projects which consumed credits and, for the others, to propose technical and strategic solutions allowing to remove blocking points (phase 1 "state of play"),

- the drafting of a diagnosis: for the period 2021-2027, it will be a question of updating the existing diagnosis in order to feed the partnership agreement (phase 2 "diagnosis"),

- the identification of recommendations: it will then be necessary to present, on the basis of the ERDF implementation framework in France, known at the time of the study's execution, the strategic stakes and avenues for reflection for the implementation. cohesion policy in France from the beginning of the program in 2021 (phase 3 "recommendations"). Batch 2 aims, on the theme of ICT, very high speed, digital services and uses:

- the realization of an inventory of fixtures: for the 2014-2020 period, it is a question of analyzing the projects or typologies of projects which consumed credits and, for the others, to propose technical and strategic solutions allowing to remove blocking points (phase 1 "state of play"),

- the drafting of a diagnosis: for the period 2021-2027, it will be a question of updating the existing diagnosis in order to feed the partnership agreement (phase 2 "diagnosis"),
