Description:
Extension of the Wilsdruff secondary school

In the course of securing the school capacities of the city of Wilsdruff, it is intended to expand the existing secondary school in Wilsdruff for the period from 2021 to 2024 to ensure the three-course movement. The extension includes 3 classrooms including the necessary side rooms as well as the provision of a sufficiently large teacher's room. In addition, an elevator system is to be built for barrier-free access to all floors. The schedule envisages the start of construction in the 2nd quarter of 2022 and the start of use for the school year 2024/25. A total budget of approx. EUR 3.46 million gross is available across all cost groups. The construction project is a funding project. For the planning development of the location, the implementation of an EU-wide award procedure for the award of planning services is necessary. With this publication, interested planning offices are asked to apply for the services described below. The planning offices that offer themselves for the award procedure are expected to be familiar with the implementation of municipal projects such as school buildings. This is why the contracting authority refrains from basic explanations of the building and only points out those points that are important to the client and necessary for the fulfillment of the tasks. The task description is item 2, further information can be found in the annexes. A visit is only possible after an appointment has been made with the city of Wilsdruff, Mr. Goldschmidt. The city of Wilsdruff is the basic center in the Dresden metropolitan area and had around 14,240 inhabitants as of December 31, 2019. As a result of the incorporation and a total of numerous immigrants, the city became the municipality with the greatest increase in population in Saxony. In addition to strengthening central urban structures, the qualification of the structures of services of general interest is in the foreground of municipal action. As a result, intensive investments have been made in educational and care facilities in recent years. With the establishment of new forms of teaching and priorities as well as the increasing number of pupils, the building fabric at the Wilsdruff Oberschule has to be adapted again. It is the aim of the city with the cooperation of these institutions to create a campus for children and young people. The property of the secondary school is located near the city center of the city of Wilsdruff. The immediate area is characterized by small-scale development with single-family houses and the senior citizens' residence. In the vicinity of the school there are several day-care centers, the elementary school and the high school currently under construction. The property of the secondary school is accessed from the street “An der Schule”. Barrier-free access to the school takes place in this way. The main entrance is on the “Gezinge” street. The development of the property is fully guaranteed, all necessary media connections are available. The secondary school of the city of Wilsdruff is located in the street Gezinge 12 (Wilsdruff district, Flst. 625). There is no development plan above the parcels. The school building is divided into the old building and a newly added pavilion extension (2001/2002, expansion by 4 classrooms). The existing historical building is a single monument. The building consists of a top floor and 4 full floors (basement, ground floor, 1st and 2nd floor), in which the rooms of the secondary school are housed. The local history museum of the city of Wilsdruff is located in the attic of the old building. In the rear of the building there is a large outdoor area that is used as a playground. The open space is sufficiently shaded by trees and grassed by lawn. However, a large part of the site is currently a gravel area, which increases the pollution of the school building.

Property planning in accordance with Section 34 ff. In conjunction with Annex 10.1 HOAI

Services are commissioned in accordance with § 34 ff. HOAI i. V. with Annex 10.1 HOAI via LPH 4 to 9. Name any necessary subcontractors for the respective subject matter informally. The registration office reserves the right to request additional documents for suitability. According to the contract, the contractor has to provide the following services: 1. Basic services: The contractor has to provide work phases 4 to 9 of Section 34 (3) HOAI. The basic services in accordance with Annex 10.1 HOAI for § 34 Paragraph 4 and § 35 Paragraph 7 for these service phases are to be carried out. 2. Special and additional services (mandatory to offer):

- Establishment and maintenance of a protected internet-based project room: platform for data exchange (EU based - Dropbox not possible), for free use of the client and specialist planner;

- Specialist room planning: Specialized room planning for the workshops, housekeeping and GTA ceramics including the preparation rooms;

- LPH 5: Updating room books in detail. Reference is made to the contract or the contract model § 18. An architectural contract is attached to the tender documents. This regulates the contractual regulations applicable between the client and the contractor to be found. The partially open points in the contract depend on the bidder's offer and are supplemented by the client accordingly. The contract template can be found in Appendix C1.

Structural planning according to §§ 49 ff. HOAI

Services are commissioned in accordance with § 51 ff. HOAI i. V. with Annex 14.1 HOAI via LPH 4 to 6. Name any necessary subcontractors for the respective subject matter informally. The registration office reserves the right to request additional documents for suitability. According to the contract, the contractor has to provide the following services: 1. Basic services: The contractor has to provide work phases 4 to 6 of Section 51 (1) HOAI. The basic services in accordance with Annex 14.1 HOAI for Section 51 Paragraph 5 and Section 52 Paragraph 2 for these service phases are to be performed. 2. Special and additional services (mandatory to offer):

- LPH 4: Evidence of structural fire protection, if necessary taking into account the temperature (hot measurement);

- LPH 8: engineering control of the execution of the structure for compliance with the checked static documents.

This regulates the contractual regulations applicable between the client and the contractor to be found. Technical equipment according to §§ 53 ff. HOAI (ALG 1 to 3)

Services are commissioned in accordance with § 34 ff. HOAI in conjunction with Annex 10.1 HOAI via LPH 4 to 9. The registration office reserves the right to request additional documents for suitability. According to the contract, the contractor has to provide the following services: 1. Basic services: The contractor has to provide work phases 4 to 9 of Section 55 (1) HOAI. The basic services in accordance with Annex 15.1 HOAI for § 55 Paragraph 3 and § 56 Paragraph 3 for these listed service phases are to be performed. 2. Special and additional services (mandatory to offer, without rating):

- LPH 5:

a) Updating the technical part of the room book,

b) Checking and approval of formwork plans by the structural engineer for compliance with the slot and opening planning.

Technical equipment according to §§ 53 ff. HOAI (ALG 4 to 6)

Services are commissioned in accordance with § 34 ff. HOAI in conjunction with Annex 10.1 HOAI via LPH 4 to 9. The registration office reserves the right to request additional documents for suitability. According to the contract, the contractor has to provide the following services: 1. Basic services: The contractor has to provide work phases 4 to 9 of Section 55 (1) HOAI. The basic services in accordance with Annex 15.1 HOAI for § 55 Paragraph 3 and § 56 Paragraph 3 for these listed service phases are to be performed. 2. Special and additional services (mandatory to offer):

- LPH 5: Updating the technical part of the room book. Reference is made to the contract or the contract model § 18. An engineering contract is attached to the tender documents. This regulates the contractual regulations applicable between the client and the contractor to be found. The partially open points in the contract depend on the bidder's offer and are supplemented by the client accordingly. The contract template can be found in Appendix C4.

Open space planning according to § 39 ff. HOAI

Services are commissioned in accordance with Section 39 ff. HOAI in conjunction with Annex 11.1 HOAI via LPH 1 to 9. The client provides for a gradual commissioning. First, LPH 1 to 4 are commissioned. A commissioning of LPH 5 to 9 is optional. There is no legal entitlement to the transfer of services beyond the service phases 1 to 4. Informally name any subcontractors required for the respective subject matter of the contract.

The registration office reserves the right to request additional documents for suitability. According to the contract, the contractor must provide the following services as part of the 1st stage:

1. Basic services: The contractor has to provide service phases 1 to 4 of Section 39 (3) HOAI. The basic services according to Annex 11.1 HOAI to §§ 39 ff. HOAI are to be carried out for these listed service phases.

2. Special and additional services (mandatory to offer):

- LPH 2: Assessment and assessment of the existing building structure, components, materials, fixtures or the trees or vegetation stocks to be protected or preserved.

The second stage is optionally commissioned in accordance with the contract. The following services are to be performed in the second stage:

1. Basic services: The contractor must provide service phases 5 to 9 of Section 34 (3) HOAI. The basic services according to Annex 11.1 HOAI to §§ 39 ff. HOAI are to be carried out for these listed service phases.

2. Special and additional services (mandatory to offer):

- LPH 9: monitoring services for

a) development and maintenance care;

b) rectification of defects.
