Description:
Survey of breeding populations of valuable bird species in bird sanctuaries in the state of Saxony-Anhalt from 2024 to 2027

The inventory and monitoring of bird species are legally obligatory tasks of the state. These result in particular from the provisions of the BNatSchG, the EU-VSchRL and the FFH-RL of the EU (reporting obligations). Bird registration and bird monitoring are implemented in the federal states, but are coordinated nationwide within the framework of the administrative agreement on bird monitoring. The data is collected centrally by the umbrella organization of German avifaunists for the fulfillment of nationwide tasks.

In order to comply with the reporting obligations under the EU-VSchRL, up-to-date information on the breeding population and the breeding population development of the so-called trigger species is required every six years. This requires repeated mapping of the breeding populations of these species in these areas in the respective six-year periods.

Recording of breeding bird species of Annex I EU-VSchRL, the Red Lists and other valuable breeding bird species in the EU SPA Untere Havel/Saxony-Anhalt and Schollener See in 2024

As part of the monitoring in the European bird sanctuaries of Saxony-Anhalt, breeding populations of valuable breeding bird species are to be recorded in the EU SPA Untere Havel/Sachsen-Anhalt and Schollener See (area size 5,744 ha) in 2024.

The recording methods must comply with the specifications in Südbeck et al. (2005), in particular with regard to the number and time requirements for the inspections (see Tables 1 and 7 in Südbeck et al. 2005).

The recording of breeding birds refers to the total area of the SPA on the territory of Saxony-Anhalt. Species settling directly on the boundaries of the area (partial settlers) are to be recorded.

In addition to the six standard mappings given for each habitat type (Südbeck et al. 2005, p. 116) in the morning hours, 3 twilight and night mappings in suitable habitats for the recording of snipe, bittern, rail and owl species are also to be provided. Night inspections in poorly accessible areas can be supplemented or replaced by the use of listening boxes after consultation with the client. These can be provided by the client.

The surveys are carried out for most species throughout the area.

For the more common species of open and semi-open land as well as reed beds (red-backed shrike, sparrow warbler, ortolan, field warbler, whinchat, meadow pipit, wryneck and grey bunting as well as reed warbler and reed warbler), the survey is carried out on sample plots on the basis of half-minute fields (approx. 100 ha). These cover at least 20% of the total area of the EU-SPA and should be as representative as possible in the area and distributed among the corresponding habitats. Your selection must be made by the Contractor in advance and coordinated with the Client. The sample plots are mapped in their entirety for the open land species, and for the reed breeders, if necessary, along walkable/drivable reed edges or ditches.

The recording of birds of prey and stork species is to be carried out on the basis of nest searches. Known data on the occurrence of sea eagles and ospreys as well as white and black storks are transmitted to the AN by the State Bird Protection Station.

The use of sound dummies is obligatory for the species mentioned in Südbeck et al. (2005) as "use necessary" (p. 84 f).

Due to the inaccessibility of wide reed beds and water areas from the land side, the use of a paddle boat is unavoidable (e.g. Schollener See, Stremel).

The Middle Elbe Biosphere Reserve Administration and the UNB Stendal will be informed about the mapping by the working group. Concrete on-site coordination is to be made directly by the contractor.

The mapping is carried out in the field with the NaturaList app via the module "Private Line Mapping" (or with a module for SPA recording that may be available until the start of mapping).

2. Territorial formation and digitization

According to the recommendations in Südbeck et al. (2005), territories are to be formed from the data of the individual inspections recorded with NaturaList and the corresponding breeding season codes are to be assigned to them. Subsequently, the areas are to be digitized precisely in the GIS. The corresponding form of the attribute table is specified by the client.

3. Documentation, evaluation and reporting

As part of the mapping, a photo documentation of characteristic bird habitats and impairments of the area must be made and handed over digitally to the client.

General disturbances and impairments found in the bird sanctuary as part of the mapping that may affect the breeding bird life of the area (e.g. grassland ploughing, early mowing events, cultivation of energy crops, tourist disturbances, etc.) must be documented as far as possible. Interventions, disturbances, etc. contrary to Natura 2000-LVO. should be submitted to the AG and the TSOs in a timely manner. Occurrences of species for which nest protection zones are to be established according to Natura 2000-LVO (corncrake, meadow limicoles) must be transmitted immediately after the responsible TSOs have been found, so that appropriate protection zones can be established.

In addition to the surveys on the current population, data on the breeding occurrence of the species after the date of the initial inventory in 2004 are to be researched as far as possible and used to present the population development of the species.

For the annual reports on bird monitoring, a manuscript of the results of the mapping with tabular and cartographic representations as well as photo documentation must be written (approx. 20 pages). Structure: Brief description of the site, method, results of the current breeding bird mapping (tabular and with maps), population development of the species, assessment of habitat quality, disturbances and impairments in the area in relation to the conservation objectives of the area and the requirements of Natura 2000-LVO.

The service must be provided by 30.10.2024.

The following shall be regarded as the final report:

- the original data of the inspections available in ornitho.de (recorded with NaturaList),

- the GIS shapes of the territorial centres of the valuable species to be handed over to the bird protection station,

- the manuscript for the annual report bird monitoring on the results of the mapping (after the structure of the last issues of the annual reports) as a largely unformatted Word file, as well as the Excel files of the graphics,

- the photo documentation (jpg, if necessary .raw format, resolution at least 300 dpi, with information on place and date).

Recording of breeding bird species of Annex I, the Red Lists and other valuable breeding bird species in the EU SPA Elbaue Jerichow in 2024

As part of the monitoring in the European bird sanctuaries of Saxony-Anhalt, breeding occurrences of valuable breeding bird species are to be recorded in the EU SPA Elbaue Jerichow (area size 13,427 ha) in 2024.

As part of the monitoring in the European bird sanctuaries of Saxony-Anhalt, breeding occurrences of valuable breeding bird species are to be recorded in the EU SPA Mahlpfuhler Fenn (area size 1,210 ha) in 2024.

The recording methods must comply with the specifications in Südbeck et al. (2005), in particular with regard to the number and time requirements for the inspections (see Tables 1 and 7 in Südbeck et al. 2005).

The recording of breeding birds refers to the total area of the SPA on the territory of Saxony-Anhalt. Species settling directly on the boundaries of the area (partial settlers) are to be recorded.

In addition to the six standard mappings given for each habitat type (Südbeck et al. 2005, p. 116) in the morning hours, 3 twilight and night mappings in suitable habitats for the recording of snipe, bittern, rail and owl species are also to be provided. Night inspections in poorly accessible areas can be supplemented or replaced by the use of listening boxes after consultation with the client. These can be provided by the client.

The surveys are carried out for most species throughout the area.

For the more common species of open and semi-open land as well as reed beds (red-backed shrike, sparrow warbler, field warbler, whinchat, meadow pipit and grey bunting as well as reed warbler and reed warbler), the survey is carried out on sample plots on the basis of half-minute fields (approx. 100 ha). These cover at least 20% of the total area of the EU-SPA and should be as representative as possible in the area and distributed among the corresponding habitats. Your selection must be made by the Contractor in advance and coordinated with the Client. The sample plots are mapped in their entirety for the open land species, and for the reed breeders, if necessary, along walkable/drivable reed edges or ditches.

Due to the poor accessibility of water areas from the land side, the use of a paddle boat can be useful (e.g. Aland, Stresower See).

The Middle Elbe Biosphere Reserve Administration and the UNB Stendal will be informed about the mapping by the working group. Concrete on-site coordination is to be made directly by the contractor.

The mapping is carried out in the field with the NaturaList app via the module "Private Line Mapping" (or with a module for SPA recording that may be available until the start of mapping).

2. Territorial formation and digitization

According to the recommendations in Südbeck et al. (2005), territories are to be formed from the data of the individual inspections recorded with NaturaList and the corresponding breeding season codes are to be assigned to them. Subsequently, the areas are to be digitized precisely in the GIS. The corresponding form of the attribute table is specified by the client.

3. Documentation, evaluation and reporting

As part of the mapping, a photo documentation of characteristic bird habitats and impairments of the area must be made and handed over digitally to the client.

General disturbances and impairments found in the bird sanctuary as part of the mapping that may affect the breeding bird life of the area (e.g. grassland ploughing, early mowing events, cultivation of energy crops, tourist disturbances, etc.) must be documented as far as possible. Interventions, disturbances, etc. contrary to the NSG-VO should be submitted to the AG and the TSOs in a timely manner. Occurrences of species for which nest protection zones are to be established according to Natura 2000-LVO (corncrake, meadow limicoles) must be transmitted immediately after the responsible TSOs have been found, so that appropriate protection zones can be established.

In addition to the surveys on the current population, data on the breeding occurrence of the species after the date of the initial inventory in 2004 are to be researched as far as possible and used to present the population development of the species.

For the annual reports on bird monitoring, a manuscript of the results of the mapping with tabular and cartographic representations as well as photo documentation must be written (approx. 20 pages). Structure: Brief description of the site, method, results of the current breeding bird mapping (tabular and with maps), population development of the species, assessment of habitat quality, disturbances and impairments in the area in relation to the conservation objectives of the area and the requirements of Natura 2000-LVO.

The service must be provided by 30.10.2025.

The following shall be regarded as the final report:

Structure: Brief description of the site, method, results of the current breeding bird mapping (tabular and with maps), population development of the species, assessment of habitat quality, disturbances and impairments in the area in relation to the conservation objectives of the area and the requirements of Natura 2000-LVO.

The service must be provided by 30.10.2027.

The following shall be regarded as the final report:

- the original data of the inspections available in ornitho.de (recorded with NaturaList),

- the GIS shapes of the territorial centres of the valuable species to be handed over to the bird protection station,

- the manuscript for the annual report bird monitoring on the results of the mapping (after the structure of the last issues of the annual reports) as a largely unformatted Word file, as well as the Excel files of the graphics,

- the photo documentation (jpg, if necessary .raw format, resolution at least 300 dpi, with information on place and date).
