Objective and scope of the procurement
The contest concerns a framework agreement for the procurement of consulting services within municipal technical areas. The services cover a wide range of assignments wherein the scope and time frame can vary significantly.
It is a prerequisite that the tenderer can provide consulting services within the following disciplines:
Water supply (transport of water)
Sewage engineering (transport of sewage)
Control systems for municipal water and sewage systems (operational control)
Environmental mapping and contamination (contaminated ground)
River systems engineering
Traffic planning and regulation (including traffic safety)
Road facilities including lighting
Sports facilities (outdoor facilities)
Parks and outdoor areas
Geotechnical Engineering
The value of the procurement is estimated at: NOK 7 - 8 million excluding VAT per year. The maximum value for the entire agreement period, including any options and expected price increase: NOK 35 million excluding VAT. The need is uncertain. The value can be both higher and lower, and will depend on, among other things, the contracting authority's needs, activities, budgetary situation and other framework factors.

Lots/groups
Tenders cannot be submitted for parts of the assignment, and alternative tenders are not allowed. The contracting authority considered dividing the assignment but has decided that it is not suitable for this type of procurement.
Framework agreement
The procurement will be regulated by the attached framework agreement.
The contracting authority will enter into contracts with multiple tenderers as long as a sufficient number of qualified tenderers submit tender offers.
The contracting authority expects that the tenderer studies the contractual terms and makes the required internal clarifications in such a way that a contract can be signed if awarded.
