The 5 year contract period has been established to ensure an operational start-up period relating to the cooling supply to New OUH, including contraction of plant and operation from the start of the task and to provide incentive to the Supplier to optimize the overall economy of the project.
For the task is assigned to a deferral right, which entails that Region Syddanmark reserves the right to postpone the commissioning of the refrigeration plant, including service and maintenance, for up to 12 months after the delivery of the refrigeration plant.

The tender implies that there is a total supply of:
(a) Projecting and establishing a total refrigeration plant during the construction phase
B) Service and maintenance during a subsequent service and maintenance phase of 5 years.
The refrigeration plant consists overall of a building with associated welfare facilities, a refrigeration production plant, a capacitor plant, buffer tanks, and a pumping station. The supplier shall undertake the establishment of the total refrigeration plant, including construction, engineering and refueling facilities, and also connects to supplies and the New OUH refrigeration distribution facility (the “Cooling Ring”) to ensure a connection between the refrigeration plant and the New OUH. Finally, the Supplier establishes parking spaces and areas associated with the refrigerated plant building. All these buildings and installations, including outside areas are collectively referred to as 'Refrigerator Plant', as defined in the Contract.
The refrigeration plant shall be constructed in Nyt OUH's “Teknik City” on a construction site (hereinafter referred to as “Grund”), which constitutes a construction field on the total hospital ground matr.No 1f, Hollufgård Hgd. Fraugde, located Glisholmvej 2 A, 5260 Odense S. The plot is owned by Region Syddanmark.
The site includes the construction field for the Køle building as well as one of the Vendorøren established fortified parking area with 3 parking spaces. The new Køle building consists of one or more buildings. These are estimated to maximum (gross) amount to approximately 2,000 m2.
In addition to its establishment, the refrigeration plant includes planning, design, control, testing and documentation.
Region Syddanmark wants a supplier that, using a comprehensive economic mindset, is focused on the part of projecting and constructing a refrigeration plant to ensure a constant cooling water supply, and on the other hand to minimise the cost of service and maintenance both during the service and maintenance phase (5 years), but also throughout the life of the refrigeration plant (minimum 15 years), with Region Syddanmark performing service and maintenance for the last 10 years.
Thus, Region Syddanmark wants a supplier that, using a stable and reliable refrigeration plant, can ensure that cooling water can be supplied at any time to the New OUH.
Similarly, Region Southern Denmark wants a supplier that, through preventive service and maintenance during the service and maintenance phase (5 years), ensures a high-operational safety refrigeration plant in accordance with the requirements laid down in Functional and technical requirements (Annex 1) and which resolves the task professionally and flexible.
Region Syddanmark owns the Grund (which constitutes a separate construction field on the total hospital grounds (matr.No 1f, Hollufgård Hgd, Fraugde)), on which the new Cooling Facility with associated areas will be constructed.
The site is made available to the Supplier during the Construction phase.
The contract period has been established to ensure the contraction of plant and operation respectively and to provide an incentive to optimize the total economy of the project — both during the period when the Supplier proposes service and maintenance (5 years), but also during the subsequent period when the refrigeration plant must be serviced and maintained by Region Syddanmark (10 years).
For the task is assigned to a deferral right, which entails that Region Syddanmark reserves the right to postpone the commissioning of the refrigeration plant, including service and maintenance, for up to 12 months after the delivery of the refrigeration plant.
A further three options are attached to the task, as specified below in point II.2.11)
