Combined multi-mission shift operation for LEO and GEO missions at DLR GSOC for the year 2024 with options for the years 2025, 2026 and 2027

DLR is the Federal Republic of Germany's national aerospace research center. His extensive research and development work in aviation, space, energy, transport and security is integrated into national and international collaborations. In addition to its own research, DLR, as a space agency on behalf of the Federal Government, is responsible for planning and implementing German space activities and for safeguarding international interests. DLR also acts as an umbrella organization for the largest national project management agency.

The aim of the tender is combined multi-mission shift operation for LEO and GEO missions at DLR GSOC for the year 2024 with options for the years 2025, 2026 and 2027, especially on the console for all satellite missions of the German Space Operations Center (GSOC).

The shift activities for low Earth orbiting satellites shall be combined with the shift activities for geostationary satellites.

LEO and GEO operations are carried out jointly by an affiliated LEO/GEO team. The LEO / GEO service includes all satellite missions.

The subcontracted service includes the preparation of operations for Level 1 Support at GSOC, whose task is to monitor and command the satellite (in short: Command Operator). In the team of command operators of various projects, the persons provided by the subcontractor take care of the preparation of the operation and the commissioning phase, as well as the later execution of this technical task in the regular operation phase. The CMD operator team consists of several people in order to be able to guarantee complete coverage in 24-7 operation for the entire duration of the LEOP of individual missions or in routine operation within the framework of the multi-mission concept, even in the event of an illness-related absence. The tasks of the preparatory work include the creation of the Command Operator-specific procedures and telemetry display pages required for Level 1 support in operation, the corresponding documentation of the procedures and Command Operator instructions, the successful participation in the internal and combined simulation campaigns, as well as the incorporation of the specific new knowledge acquired through these training units into the procedures and documentation.

Level 1 support at GSOC is carried out in a multi-mission context for the ongoing missions. The selected company should have a large pool of personnel and be able to acquire the expertise of GSOC specific ground systems and command systems and a wealth of experience in command operator support from previous and ongoing missions.
