The purpose of this public European tender, in accordance with the SAS procedure, is to conclude a framework agreement with one contractor for the delivery of language lessons for the Z-route. The language section consists of reading, writing, speaking and listening as well as interpretation of Knowledge Nederlandse Maatschappij (KNM) and course career guidance for citizens.

The framework agreement is concluded for a period of two (2) years, with an option to extend by the client of two (2) times one (1) year. This means that there is a maximum term of 4 years in total.

We intend to enter into the agreement on 1 April 2022.

End goal:

The aim of the Z-route is to learn Dutch integration obligations at the highest possible level possible for them and thus become self-reliant in Dutch society. Due to the limited learnability of the target group, the integration process is not concluded with central integration examinations. Instead, there is an effort obligation where attention is specifically focused on practical (language) skills to help the citizen become as independent as possible.

Result:

The participant has met the Z-route requirements when:

They complete the 800 hours of Dutch language and KNM

They complete the 800 hours of participation activities, including PVT (Participation Declaration Path) and MAP (Module Labour Market and Participation).

They have a conversation with the municipality in which it is concluded whether the participant has met all agreements in the PIP (Plan Integration and Participation).
