The subject is the rental of a school building, taking into account various structural specifications for the relocation of the special school "Am Schwalbenweg" in the city of Herne.
The city of Herne needs a suitable property for the spatial relocation of an all-day special school for currently 134 pupils. The area of primary level and secondary levels 1 and 2 (professional practice level) is taught. The city of Herne would like to rent a school building for this purpose. Both suitable existing areas and new construction areas can be considered. The intention is to put the school into operation as early as the start of the 2024/2025 school year. A handover to the city of Herne must therefore take place by 1.8.2024. From this point on, no further work is possible in the building.

The location of the previous special school "Am Schwalbenweg" is to be relocated. It must be taken into account that the catchment area of the school must not change significantly. As a school authority, the city of Herne runs two special schools with a focus on "mental development". The respective catchment areas of the schools are within a radius of 4 km each around a corresponding reference point. The Herne city area is thus completely covered. The property for the special school to be relocated must therefore be located in the specified circle (radius 4 km, reference point "HBF Wanne-Eickel").

The property must meet the space requirements as well as the functional, qualitative and economic requirements of the city of Herne. The project can be realized either by conversion, renovation and modernization of an existing property, by adapting a property already under construction or by planning and new construction of a property specially tailored to the needs of the city of Herne.

The land to be proven with the application for participation must actually be available for the execution of the contract and used accordingly. Furthermore, a replacement of the property, the designation of a replacement property or similar after the deadline for receipt of the requests for participation is excluded. If, after the end of the participation competition, it turns out that, contrary to expectations, the property will not be available to the bidder in question after all, this is a lack of suitability of this bidder that becomes known subsequently, which necessarily leads to exclusion from the award procedure.

It is a special school for intellectual development with a floor requirement (usable area) of 2,470 m². In addition, there are additional areas for technology, toilet facilities, corridors, etc., resulting in a total gross floor area of 4,076 m². The conversion factor usable area to GFA is 1.65.

The following guidelines are available as recommendations for a school site for a new school building:

- Total plot size: 25 m² per student
- Schoolyard size: 5 m² per pupil

In relation to a new special school with an expected number of 140 pupils, the following values result:

These values are interpreted as an absolute lower limit, especially in the case of a special school, since the requirements for the groups of pupils are to be set somewhat higher.

In the portfolio, the special school "Am Schwalbenweg" to be relocated (funding focus: "Intellectual Development") has a plot size of 4,775 m². The area of the schoolyard is approx. 1,400 m².

From this, the following guidelines are derived for this project:

- Plot size: at least 4,800 m² (however, this only refers to a school property on which an independent school building is to be located)
- Schoolyard area: at least 700 m², ideally the schoolyard area is at least twice the size (1,400 m²).

It is expected to transfer the maintenance, repair, replacement, inspection and servicing of the entire rental property, except for tenant fixtures, to the contractor.
