The object of this public contract is to set up a public-private partnership (PPP), in which Toerisme Vlaanderen and the chosen private partner(s) set up a special project company (SPV) to realize the project 'Digital platform for hybrid conferences and events' together and according to certain agreements.

The SPV will be responsible, inter alia, for:

 commercialising and operating the platform;

 advice and support for the construction of the platform for conferences and events, including any services for the implementation and management of specific event applications (project management);

- the further development of the digital platform HYBR into a high-performance, competitive platform;

- continuous development of technological possibilities (streaming, XR, VR ... ).

Further modalities:

- Toerisme Vlaanderen includes a minority participation in the SPV with the intention to hold this participation for a period of 4 years;

- By agreement of 13 April 2021, Toerisme Vlaanderen granted Technopolis and Leuven MindGate a free license to the intellectual property rights of Toerisme Vlaanderen to HYBR without any limitation in space, time and/or carrier.
