The Population Register Center asks for an offer for the billing system of the upcoming Digi- and Population Information Office and related services in accordance with this call for tenders and annexes.
The new Digi- and Population Information Office will start operations on 1 January 2020 when the tasks of the Population Register Center (CEC), the Land Registries and the Land Registry Office of the Eastern Finland Regional Office are merged into a new entity. The acquisition is based on the invoicing system of the Digital and Population Information Office and the implementation of related services.
The billing system must allow for at least the following main billing cases:
- Subscription Billing: The system automatically generates an invoice based on customer and billing information imported from other systems.
- Manual invoicing: Customer data and billing information are created directly on the billing system. The billing system must enable billing data from multiple source systems to be billed, invoices stored and forwarded to the account, and to customers in accordance with general government principles. The billing system must also be able to receive customer information from different systems. There will be 100-300 users in the system and will be charged 150,000-250,000 invoices per year. Manual invoicing and customer registry functions must be easy to use, because at least in the initial stage, the system will be performing a lot of manual billing. The system must be based on a browser-based solution that has high availability and integrity. The system must be available for security and approval testing by December 31, 2019. The billing system is implemented as a service as a service (the so-called Software as a Service model), where the licenses enabling the use of the billing system are adapted to a specific number of users and the contract period, and which takes into account version updates that improve the features and functionalities of the service. In addition, the service to be procured includes an operating service environment, technical support, user and license management, deployment project training, support services, and administrator training. The service environment must be located in Finland or elsewhere in the EU / EEA so that it complies with the basic security level requirements for processing ST IV data. The system has separate production and test environments.
