Working hours for shift work and rota, and equality of working hours for employees in the rota system with employees in so-called fully continuous shift work, have been discussed numerous times. The issue was part of the Shift / rota committee's work (NOU 2008: 17), after which the committee proposed a new regulation for tripartite shift work and rota. The proposal was followed up in Ot.prp. no. 54 (2008-2009) Regarding the Act on Amendments to the Working Environment Act (equality of working hours for shift worker and workers in Rota systems, etc.). The proposal, a system with gradual compensation for inconvenient working hours, was included in the Working Environment Act §10-4 (6) with effect from 1 January 2010. The system shall now be subject to evaluation.

The time frame of the contract is from contract signing to the presentation of the final report on 12.10.2022. The total contract value is up to NOK 1.5 million, excluding VAT.
