The subject of the present award procedure is the award of services for the service profile "Technical Controlling and Project Management" within the meaning of AHO Issue No. 9 ("Project Management in the Construction and Real Estate Industry" - Status 03/2020) and No. 19 - No. 7 ("Supplementary service profiles in project management for the construction and real estate industry" - as of 01/2018 - No. 7: "Value Engineering") in conjunction with "Performance Model Accompanying Control" [L.M.BK - as of 2014] according to Prof. Hans Lechner for the new administrative building of the Potsdam-Mittelmark district in Beelitz-Heilstätten in addition to the general planner to be commissioned in parallel.
The district of Potsdam-Mittelmark intends to implement an administrative site development concept - the so-called "Master Plan PM" - in Beelitz-Heilstätten as a result of an intensive strategy process. The so-called "two-location strategy" concept adopted by the district council envisages concentrating the approximately 1,000 employees, which have so far been spread over 19 properties, at two locations in the future. In the future, about 2/3 of the employees will have their workplace in a new administration building to be built in Beelitz-Heilstätten and about 1/3 of the employees in the existing office building in the district town of Bad Belzig, which is to be renovated and expanded.
In its "Vision MoVe PM", the district declares that it pursues the highest possible sustainability standards in the development and management of its buildings. The future administration buildings are intended to represent its identity. The district administration aims to be climate neutral by 2030. The understanding of sustainability refers to the three aspects of ecology, economy and social affairs.
The subject matter of the contract put out to tender here is all technical controlling services described in the scope of services, including value engineering and optional project management - in addition to the general planner to be commissioned in parallel - for the contractually compliant planning and construction of the new administration building plus a multi-storey car park in Beelitz-Heilstätten.
The structural implementation of the measure is to be carried out by a general contractor on the basis of a functional service description with a service program. The service description with service program, in turn, is based on the design and approval planning together with relevant key details as well as an implementation plan to be provided on a pro rata basis (in the sense of "tender planning").
The aim is technical supervision and ongoing value engineering in planning and technical construction supervision in the sense of quality assurance in the execution phase up to and including the commissioning of the object.
In addition to high-quality execution in accordance with the contract, the contractor's performance objective should also be the ongoing optimisation of planning and execution in the sense of quality and cost optimisation.
At present, a VgV negotiation procedure is taking place - after a preliminary RPW implementation competition - without a participation competition for the award of the general planning services. The contract for the contractual commitment of the general planner is expected to be awarded in July 2023 at the latest.
The agreed scope of services owed by the subsequent Contractor for execution shall be based on
- with regard to the accompanying control of the performance profile according to Lechner, 2014 and
- regarding value engineering to AHO issue 19, 2nd ed. 2018, section 7
- regarding the (optional) project management of the basic services as well as the special services according to AHO issue 9, 5th edition 2020
