Reconstruction and extension of the town hall in Olfen - structural engineering

As part of a VGV procedure, a structural planning competition was launched with a subsequent negotiation procedure in order to find suitable architects for carrying out this building task, which is very important for Olfen in terms of content, as well as urban planning and architecture. DBCO GmbH, Münster was commissioned.

The city of Olfen intends to upgrade the historic town hall energetically and to expand it in a contemporary way. The building, which was built in the 19th century, has been selectively extended, renovated and rebuilt, but it is currently unable to meet the requirements for a modern administrative headquarters either qualitatively or quantitatively.

A funding application has been submitted as part of the urban development programme “Small Towns and Municipalities”. Based on a feasibility study on renovation, the declared goal is to find a uniform and coordinated, high-quality solution that takes into account the different requirements of the building parts that are used in a variety of ways, implements the requirements of city hall users in the best possible and architecturally qualitative way, and the attractiveness of the adjacent Kirchstraße.

In an overall architectural concept, a modern urban town hall extension is to be designed, which offers the option of adapting variably to future and changing challenges.

The start of construction is planned for 2022.

The present procedure relates to the allocation of structural engineering according to § 51 HOAI and is aimed at engineers or consulting engineers.

Project status:

There is a preliminary static analysis of a partially outdated planning status as well as proof of EIT. The latter will have to be revised due to the changed legal situation (GeG). From the draft planning report:

” As a continuation of the stock, the new building will also be built in predominantly massive construction, whereby parts of the foyer and the internal supporting structure of the office floors are built in reinforced concrete skeleton construction in order to take into account the desired flexibility. “These components were built as part of the preparation of the grant application. premeasured. After the first grant application was submitted, changes were made to the design, for example in the area of stairwells and the attic. These have not yet been pre-measured in the current form.

” As the old” Hohe Haus “is an important identification point, this seems sensible despite the comparatively high effort that, according to current knowledge, is associated with the effort of a total abortion and reconstruction. The aim is therefore to preserve existing buildings in particular — and historic buildings in general — as an important part of Olfen's history. However, feasibility and profitability must be checked precisely in the further planning process. Due to the different construction periods of the building parts, wooden beam ceilings are still partly available in the southern, older construction phase of the existing building. The upgrading of these ceilings to meet the building regulations requirements of a building class V building on the one hand and the sound insulation requirements of workplaces on the other hand does not seem possible. As a result of the change in the building structure, part of the southern part of the building must be supplemented anyway, the existing ceilings will be completely replaced as part of the renovation work. It is currently planned to train the supporting structure analogous to the new building. The existing foundations have not yet been dimensioned and verified.” In summary, the present preliminary analysis will have to be reviewed, adjusted and completed in order to then transfer it into an approval static. Current architectural plans will be the basis for this.

The services for technical equipment are awarded in a separate procedure. However, a close coordination process of specialist planning is required for planning with each other.
