The Union of Water Boards intends to conclude an agreement with a communications consultancy to develop a campaign strategy and carry out a campaign in the run-up to the water board elections in March 2023.
This tender concerns a European tender under the Procurement Act 2012, where the client follows the restricted procedure, which means that there are two phases: the selection phase and the tender phase. In the selection phase, up to 5 agencies are selected from all applications. During the tender phase, the 5 selected agencies will be asked to submit a quotation.
The task is to develop and execute a creative communication campaign. The campaign includes a strategy and the ability to easily adapt this strategy for the 21 water boards. This tender also relates to the media advice and media procurement needed for national expressions. An evaluation of the campaign is also part of the assignment.
