The Authority is looking for the Provider to provide, store and deliver building, electrical and plumbing materials. The Provider is required to provide a primary storage depot located in Northallerton which will maintain a stock of the core product range and the depot is to be staffed so that the Authority can have ready access to the materials during working hours. The core stock range is required to be replenished within 24 hours of a replenishment order being issue by the Provider.
The ITT relates to the procurement of a framework agreement with a single Provider for the provision, storage and delivery of building, electrical and plumbing materials to supply the in-house maintenance service of the Contracting Authority known as Broadacres Services Limited (‘“The Authority”’).
The Authority is following the open procedure under the Public Contracts Regulations 2015. The ITT document has been issued to all Providers that have expressed an interest in the contract which was advertised by the Authority in the Official Journal of the European Union (OJEU).
The Authority is looking for the Provider to provide, store and deliver building, electrical and plumbing materials. The Provider is required to provide a primary storage depot located in Northallerton which will maintain a stock of the core product range and the depot is to be staffed so that the Authority can have ready access to the materials during working hours. The core stock range is required to be replenished within 24 hours of a replenishment order being issue by the Provider.
The materials supplies will either be provided through a van stock system collected by the Authority from the Provider's storage depot or by delivery from the Provider directly to a specific property address located within the Authority's geographical area on a designated date and at a designated time.
All materials are required to be suitably protected against damage or deterioration in transit and the Provider shall be solely responsible for the security and handling of all materials whilst in transit until the point of delivery.
Based upon historic data the average annual expenditure value of the contract is 1 500 000 GBP per year.

The Authority requires the Provider to deliver a service which:
— Can provide a managed service for the provision of materials to Broadacres.
— Utilises a branch network to support the mobilised and dynamic service which Broadacres delivers up to cover its broad geographical spread.
— Has been proven to work with other Housing Providers within this sector.
— Embeds best practice and fully utilises ICT to ensure that technology is used as a key enabler in providing the services.
— Disseminates information in an appropriate format to the right people at the right time, speeding up issue resolution and minimising costs. Key to this will be avoiding paper based systems that are expensive to manage.
— Is capable of expanding and changing with the business.
— Provides flexibility and ease of use to enable our own staff to make changes.
The materials which the Authority wishes to purchase from the Provider (as detailed in Section 3.4 Pricing Document of this ITT), include but are not limited to:
— Building materials.
— Electrical materials, fittings and equipment.
— Plumbing and heating materials, fittings and equipment.
— Painting and Decorating materials and equipment.
— Tools and PPE.
